Resources and Environment are the basis for human survival. Technological progress and social productivity greatly advance, accelerate and impel the process of the development of human civilization, but also makes the population growth, excessive consumption of resources, environmental pollution and ecological destruction and other negative environmentaland resources problem increasingly prominent, leading to the resource and environment carrying capacity has exceeded the limit. In this situation, construction of ecological civilization, in essence, is to build a resource-saving and environment –friendly society that is baed on resource and environmental carrying capacity, taking the natural law as the criterion, sustainable development as the goal. This is a pivotal event which related to the entire human and social development, has risen to the national strategic level.Resources and environmental carrying capacity is an important reference for evaluating and measuring the coordinated development of the relationship between people and land, but also as an important indicator to measure the regional sustainable development. Therefore, the resources and environmental carrying capacity analysis and research, for human social and economic activities to provide certain theoretical basis and guiding significance.Shandong Peninsula, located in the eastern Shandong Province, is the Shandong Province’s leading region whose economy is driven by unconventional, high-speed, leap-forward development, has obvious advantages and a good foundation for development. At present, the contraction between rapid economic growth and the fragile resources and the environment have become increasingly prominent, resources and environment carrying capacity research should be strengthened. Therefore, in this paper, through the literature data, based on current resource and environment in Shandong Peninsula,and according to the development planning of study area,the paper take Weifang, Yantai, Weihai, Rizhao and Qingdao five cities as the research object, probes into the problems of carrying capacity of resources and environment, carry out resource and environmental carrying capacity evaluation theory, methods and practice research of Shandong Peninsul.Through a field investigation, an extensive collection of data, summarizing the existing research results, as well as resources, environment, economic development and interactive relationship systematic analysis, combined with the resource and environmental actual status quo situation of Shandong Peninsula, from large-scale systems point of view, this thesis mainly engage in the following research areas:(1)Documents arrange and regional resource and environmental status research.Through the review of relevant literature, it defines the concept and characteristics of evaluation of carrying capacity of resources and environment.Combined with reginal characteristics of Shandong Peninsula and the main elements which back up the regianl development of Shandong Peninsula, systematically analyzed the resource and environmental actual status quo situation of Shandong Peninsula,collected and arranged the related data of resource and environmental carrying capacity research.(2)Study on the index system of the resources and environment:take the resoures and environment as a complex system, combining the actual situation of the studied area, starting from the resources carrying capacity, environmental carrying capacity, socio-economic three aspects, with the carrying capacity of resources and environment for the target layer, established land resource, water resource, mineral resource, tourism resource, geological environment, ecological environment, marine environment seven single carrying capacity standard indexes, cultivated land carrying capacity nineteen integrated indexes and some basic indexes.(3)Resources and environmental single factor carrying capacity model research: through the analysis of the basic indicators of the mutual connection between and on the integrated index function, established the land carrying capacity model based on the mean variance method,the mineral carrying capacity model based on the mineral advantages evaluation, economic value,secutity supply,tourism carrying capacity model based on the state space method, geological environmental carrying capacity model based on theanalytic hierarchy process and GIS topological features coupling model,ecological environmental carrying capacity model based on P-S-R and fuzzy comprehensive evaluation,marine environmental carrying capacity based on water environmental quality rating method, we evaluated and divided the single factor carrying capacity by these models and indexes’ data.(4)Comprehensive carrying capacity evaluation and division model research:based on the single factor carrying capacity evaluation and division, proposed and established the K-means cluster analysis and Arc GIS space overlay couping comprehensive evaluation model, through visualization technology achievements methods(Map GIS、Arc GIS),we evaluated and divided the resource and environmental carrying capacity,produced a series of maps of single factor and comprehensive carrying capacity.(5)Model realization technology research: the use of ―3S‖teachniques,such as spatial analysis function of Map GIS, the use of space overlay function of Arc GIS and RS remote sensing extraction function based model in grid computing and maps visualization, the use of Yaahp V7.5 analysis function, achieve rapid modeling and analysis of Analytic Hierarchy Process, the use of SPSS analysis function, realized the indicator data standardized and cluster analysis rapid analysis,et al.The application of these technical means, formed the resources and environment carrying capacity comprehensive model of the integrated technical system.(6)Development and recommendations research: In light of the evaluation and division results of single factor and comprehensive resources and environment carrying capacity in Shandong Peninsula, combined with the relevant development plan and the sustainable development concept of Shandong Peninsula, we put forward for the resources and environment development and protection proposals and countermeasures which has regional characteristics of Shandong Peninsula.
