The Research On Ocean Environmental Carrying Capacity Of The Coastal Provinces And Cities

The ocean not only gave birth to the life on the Earth, but also bred the human civilization. The abundant natural resources contained in the ocean have been the only resource for our human to realize sustainable development in 21st century. It has become a global consensus that 21st century is the century of the ocean. Emphasizing the ocean, researching and programming the ocean, utilizing the ocean, exploiting and protecting the ocean, as well as developing the ocean in great strength has been the common selection of all human beings. The protection of the ocean is as important as the exploitation. The ocean has been properly protected for the better exploitation. The view of scientific development should be established in order to manage correctly the relationship between the development of the marine economy and the protection of the ocean environment, and the relationship between accelerating the development of the economy and the social progress. The sustainable development capacity of the ocean would not be enhanced until the development speed and scale of the marine economy be adapted to the environmental carrying capacity, and the exploitation and utilization of the ocean be united with the marine eco-environment protection. In order to coordinate the relationship between the social economic activities and the environmental systems, shutting the unpromising way of the developed countries which"first pollution, last treatment"or"polluting while treating", environmental planning and reasonable arrangements on people's economic activities should be done at the beginning of the economic development. These are the questions that the environmental carrying capacity would study and research. Basing on the research system of the environmental carrying capacity theory, this paper opens from the practical need of the ocean sustainable development. The major object of this paper is the ocean environmental carrying capacity. The research contents include the index system, the indicator system of evaluation and the evaluation methods of the ocean environmental carrying capacity. Using the method of comparison analysis and example analysis, it establishes a new indicator system and evaluation method of the ocean environmental carrying capacity which conforms to the situation of our country. This paper makes a more comprehensive analysis of the domestic and foreign environmental carrying capacity study.The basic theories and methods of the environmental carrying capacity are systematically analyzed and the concept of the ocean environmental carrying capacity is defined in this paper. The research has established the index system of the ocean environmental carrying capacity and gave a systematic description of the basic principles and evaluation system of the ocean environmental carrying capacity indicator system of evaluation. It studies and establishes a evaluation model which is based on the entropy theory and the gray correlation degree analysis. Eleven coastal provinces and municipalities of our country are taken as examples to do the empirical research of the indicator system of evaluation and the concrete analysis of the ocean environmental carrying capacity.
