Land is an extremely valuable asset of humanity, it is necessary to use land rationally on the basis of saving land resources and environmental protection, it is a very important issue to bring high economic efficiency. However, up to date, many countries including Vietnam has not met requirements for sustainable development in land use issues. Effective land use first depends on the planning projects for land use at all levels, planning for socio-economic development in each locality as well as plan for agricultural development in each ecological region... Besides the process of urbanization in the countries takes place regularly and rapidly, causing significant impacts on land use structure and socio-economic lives of peoples in every country. Along with the process of urbanization is the urban expansion towards surroundings, which leads to the change in purposes of land use, mainly converting agricultural land into categories for the other purposes of land use.Quy Nhon is the center of culture, economy, politics of Binh Dinh province, in the Southern central region of Vietnam, with total area of 28552.85 ha. In recent years, the situation of land-use change and urban expansion in the city take place quickly, changing the purpose of use of many types of lands, losing a lot of agricultural land area, a major impact on people’s lives, including both positive and negative impacts. Besides, land-use change and urban expansion cause a range of difficulties in the work of land use management in the city. In this dissertation, we mainly study the following issues: 1. Researching land use change in Quy Nhon City:With the application of ENVI and Arc GIS software for remote sensing image processing Landsat and Spot4, we have conducted classification with inspection of land covers and established land cover map and attribute data with 5 main types of land: Agricultural land, Non-agricultural land, Forest land, Water surface land and Unused land.Through making the map of land use change in the period of 2000- 2014 by overlapping land cover maps of 2000 and 2014, the results have showed the land use change in both quantity and space.The classification of land covers as well as the establishment of map of land use change have produced assessment results with precision after image classification, the assessment results must ensure the precision as required to be used.The results of assessment of land use changes shows all land categories have changes in the period of 2000- 2014, the most significant change is the area of forest land, land category is increasing pretty much(with 214.22%) after 14 years, land category with the least change is agricultural land; Unused land category decreases markedly, this land category area fell more than 78%, this is a good trend, is conducive to economic- social development, and limiting the wastage of land resources.2. Researching motivation for process of land use change and land use management mechanism of Quy Nhon City:Through the process of researching motivation for process of land use change of Quy Nhon City, we have studied the general motivations and specific motivations such as transport, housing, entertainment areas, etc. In addition, we have also studied the effects of land use change on the economic life of the local population with the economic, social and environmental criteria.Research on management mechanism of land use of Quy Nhon City has showed that: The land management in the locality has been mainly based on the Land Law 2013, accompanied by circulars and decrees of the Government and the documents issued by Binh Dinh Province and Quy Nhon City which are to concretize the Land Law to conform with the locality. In this section, we have also evaluated the advantages and difficulties in the management of land use in the city of Quy Nhon. 3. Forecast of land changes in Quy Nhon city by 2025:Forecasting of land changes based on the land potential of the city, orientation of economic-social development of Binh Dinh province and Quy Nhon city in the period of 2010- 2025, as well as the plans and strategies for urbanization in this city by 2025, and especially, it is necessary to base on land use plan of Quy Nhon city in the period of 2015-2025. These are the fundamental basis for forecasting of land change for Quy Nhon city by 2025.According to the forecast of land use issues by 2025 and and 2040 vision showed: Agricultural land area is forecast by 2025 will fall from 3,286.89 ha to 1,796.72 ha(reduce 45.34%), the area of forest land by 2025 is forecast in falling slightly from 14,896.68 to 14,395.70 ha(reduce 3.36%), Water surface land area is forecast in falling significantly by 2025 from 2,856.10 ha to only 985.27 ha(reduce 65.5%), Unused land area is forecast by 2025 will also significantly reduced from 1,844.71 ha to 1,436.46(reduce 22.13%), the only non-agricultural land will increase, rising from 5,668.47 to 9,938.70 ha(up 75.33%).Currently, in the city and the suburbs areas are building new urban areas, residential area and entertaining areas to meet the life of the people here towards urbanization. Typically as the North residential area of Ha Thanh River and Nhon Binh residential areas, Ho Phu Hoa recreation park, Nhon Ly, Phu Tai industrial zone... To develop these areas, the transfer for use purpose of a large area of different land categories. Following this trend, in the future, there will be many different land categories area is converted use purpose to meet the construction needs of the local. 4. Solutions and orientations for the land use in Quy Nhon City:In this section, we rely on the judgment, assessment of land use change in the period of 2000- 2014, the land management in Quy Nhon City, as well as the orientation of economic- social development of the city until 2025 and vision to 2040 to make macro solutions and specific solutions. These solutions help the land use and management more reasonably, while saving land resources, contributing to protection of land environment.Through this theme, we have an overview of land change assessment for a particular area based on data collected from the state authorities of land, and the application of geographic information system(GIS) for the analysis of remote sensing image data and map editor of land change over time as well as forecasting the land change in the future for a local. The Theme also devises methods to identify and evaluate the land management and its effects on local economy, society, and solutions to overcome the limitations to use land rationally and sustainably.
