Water is essential for human being, economic activities and can not be replaced, at the modern society, it is also the life line that cities exist and develop. But, the current water price can't reflect the value of the water resources, the crisis of the water resources is not regarded enough to people for a long time. In the city water supply, the phenomenon of the wasting water is very serious. Moreover, due to the low water price, the water supply enterprise can't get the reasonable profit. It directly gets the water supply enterprise in the wide spread management difficulty, and the efficiency of supplying water is too lowly. Facing serious water crisis, an important measure is to use price to reflect and adjust the supply and demand of water resources effectively in addition to macro-control under the condition of market economy. However, the problem that has been baffling policy-makers in water resources management is how to determine a reasonable market water price helpful to control water demand in economical society, ensure water resources allocation for the purpose of the coordinated development of ecological environment and economic society, and avoid the possibility of affecting social safety.The thesis dissertated water resources price by taking the whole cost of water price as the guideline. Firstly, the thesis summarizes systematically domestic and abroad value Theory and model on water resources, and puts forward the comprehensive value theory of water resource from the perspective of sustainable development. Secondly, it discusses the kinds of water price, the principles of water price, and the influence factor of water price. The water price is constituted by third part, namely resources water price, engineering water price with environment water price. Thirdly, the whole cost of water price positivism analysis of Shijiazhuang City water resources: Selecting three factors including water quantity, water quality and average per person GDP, resources water price is estimated with Beijing by transverse compare method; engineering water price includes four parts: production cost, moving fee, profit, tax; environment water price is incarnated by disposal fee of polluted water.Finally, on the foundation of the above research give out the text conclusion. Firstly, the whole cost of water price measures water price based on sustainable development and can effectively calculate water price. Secondly, the paper applies the whole cost of water price for analyzing the water resources of Shijiazhuang urban. It draws a conclusion: resources water price is 0.69 yuan/m~3; engineering water price is 3.05 yuan/m~3 in 2007 and 4.54 yuan/m~3 in 2010; environment water price is 0.52 yuan/m~3 in 2007 and 0.55 yuan/m~3 in 2010. It adds three prices to get a conclusion: the whole cost of water price is 4.26 yuan/m~3 in 2007 and 5.78 yuan/m~3 in 2010.
