Research On The Development Power Of County Ecological Economy

County economy is the basic unit of China’s national economy, the rapid development of the county economy marks the prosperity of the whole national economy. To develop the county economy is an important measure to accelerate the constructionof county urbanization, new typeindustrializationand new agriculture modernization, to overall plan thedevelopmentof urban and rural,to further change the structure of urban and rural, and solve the "three rural" problem fundamentally,while researching and exploring the county economic developmentfrom the perspectiveof ecological economywill be an inevitable choice to speed up the construction of ecological civilization and promote sustainable economic development of resource conservation and environmental protection, which has important strategic and practical significance for building a moderately prosperous society and achieve social sustainable development.The main contents of this paper are:Fisrtly, the paper points out that the county economy has become a new bright spot for the national economic growth, but also highlights some problems, such as uneven development;the industrial development is restricted; lack of technological innovation; wasting of resources, environmental pollution, etc., which havebeen a "bottleneck" to constraint the sustainable development of the county’ ssociety and economy.Secondly, based on the perspective of ecological economics, the paper has constructed the county economic development dynamic modelconsisting of internal structural system and external support system, while the internal structural system including four factors:resource, market demand, enterprises and industries; and the external support system including government and science and technology, with the ecological economic theoryis the core of the whole system, andthen this paper elaborates the mechanism of theseecologicalfactors on the development of county economy. On this basis, the development power of the ecological economy between and within the county has been studied respectively.In this paper, the study on the ecological economic development power between the county from two aspects:on the one hand, the thesis has systematically constructed the countyeconomic competitiveness evaluation system based on seven factors affecting county economic development, the comprehensive evaluation of 45 counties in Jiangsu province was carried out, and the results were analyzed by spatial cluster analysis and spatial difference trend analysis; on the other, the spatialeconometric model is used to point out adjacent counties economic development has significant spatial dependence, which means thatthe development of neighboring counties economy is helpful to the county economic development, and then use thespatial and time period fixed effects of SDM panel model to evaluate direct effect, indirect effect and total effect of the seven factors on the development of county economy.And the study onthe development power of the ecological economy within the county is the use of system dynamicsmodel to construct the SD structure model which reflects the feedback relationship among various factors. The study shows that Jiangyin has always maintained the top three in the county economy in Jiangsu,and have a greater role in promoting the surrounding county economy, therefore, it takes Jiangyin for example, the simulation results show that after the reasonable adjustment of industrial structure, an appropriate increasing in social investment in environmental protection andenterprise investment in science and technology, changing the concept of consumption, and improving the government’sspending on environmental protection, science and technology and education, the gross domestic product of Jiangyin is significantly improved, the environment pollution is reduced, the resource consumption is reduced, and the conflict between the economic and social development and the resource environment is solved.Lastly, this paper puts forward suggestions and measures for the county’s eco-economic development, such as focusing on the development of industrial integration, optimizing resources utilization, strengthening enterprises leadership, advocating public participation, accelerating scientific and technological innovation and governments playing a leading role.
