As an important driving force for economic development,technological innovation plays an important role in the development of leading enterprises in agricultural industrialization.As one of the provinces with weak agricultural infrastructure,how to improve the efficiency of technological innovation and enhance the ability of technological innovation has become the focus of current research.Based on the characteristics of EBM model and the development characteristics of leading enterprises in agricultural industrialization in Fujian Province,this paper reconstructs the index system,measures and analyzes the comprehensive technological innovation efficiency,pure technical efficiency and scale efficiency of various cities in Fujian,and finds the efficiency values ??among cities.There are two levels of differentiation.The first echelon represented by Fuzhou and Xiamen is far ahead of other cities.The average value of comprehensive technical efficiency in the past three years is higher than 0.7,while the technological innovation ability of other cities is weak.There is a large upside.Among them,Nanping City has the lowest comprehensive technical efficiency value,only 0.479.Comparing and analyzing the three types of technical efficiency values,it is found that the differences in pure technical efficiency and scale efficiency are obvious among thecities,indicating the management level and technical level between the cities of Fujian Province.And the scale of production has obvious differences;on the overall level,compared with scale efficiency and comprehensive technical efficiency,the pure technical efficiency value is the highest and the scale efficiency value is the lowest,indicating that Fujian Province has brought about the improvement of management level and technology level.The benefits are better than the benefits brought by large-scale production.The shortcomings of improving the efficiency of comprehensive technology are that there is no effective production scale.Therefore,achieving high-efficiency large-scale production is the key to improving the efficiency of comprehensive technology;using parameter sensitivity analysis Sensitivity analysis of each key input factor shows that each efficiency value is most sensitive to R&D expenditures as a percentage of GDP input indicators,followed by R&D internal expenditures and R&D personnel full-time equivalents,indicating that the provinces in Fujian Province improve their technical efficiency.The key element is the proportion of R&D expenditures to GDP,due to R&D expenditures.Part of the government expenditure amount includes special support fund,which indicates that the government plays a very important role in the process of technological innovation to enhance efficiency.Finally,based on the analysis conclusions of Fujian Province and local cities,put forward several policy recommendations applicable to the actual situation: accelerate the construction of leading enterprises and infrastructure construction of agricultural industrialization,realize large-scale production,and strengthen government support for technological innovation;Broaden financing channels,etc.
