No 1 Central Document named "Some opinions on accelerating the construction of agricultural modernization by the reform and innovation" is issued in 2015, which highlights the determination of accelerating the development of agricultural modernization under the new normal. As the beginning year of 13th Five-Year Plan period, No 1 Central Document named " Some opinions on accelerating the agricultural modernization to realize the goal of well-off society in an all-round way by the Implementation and development of new ideas" is issued in 2016, and it implements five new development ideas of innovation development, coordinated development, green development, open development and shared development, which is put forward in the fifth Plenary Session of the 18th CPC Central Committee. At the same time, the document stressed the current two key issues of agriculture, the countryside and farmers -- to speed up the development of agricultural modernization and increase the level of farmers’ income. As the largest commodity grain producing area in China, total grain output in Heilongjiang has reached one tenth of China, arable land in Heilongjiang has reached one ninth of China, per capita arable land has been the first rank in China, the level of agricultural modernization has occupied a leading position at home. But as the biggest grain producing area and the experimental area of comprehensive reform of modern agriculture, the development of agricultural modernization in Heilongjiang Province is still long way to go. Therefore, the document in 2012 named "Notice of the people’s Government of Heilongjiang Province on printing and distributing the plan for the development of modern agricultural development in Heilongjiang province (2011-2015)" focused efforts on the development of modern agriculture in Heilongjiang Province, the document in 2013 named "Master plan on comprehensive reform experiment of modern agriculture in two great plains of Heilongjiang province" promoted the policy weight of the development of agricultural modernization. The statistic from the yearbook named "County Statistical yearbook of China In 2014 (counties and cities volume)" shows, the first industry GDP of all 66 counties in Heilongjiang Province is 260.505 billion yuan, accounting for the province’s 9/10. It is thus clear that county agriculture in Heilongjiang plays an important role in the whole agriculture in Heilongjiang Province. At the same time, it also shows that the level of county agricultural modernization will determine the overall level of agricultural modernization in Heilongjiang Province. Therefore, it is necessary to make a careful choice of the path of county agricultural modernization in Heilongjiang Province. Because the system model of county agriculture in Heilongjiang is common in China’s rural areas, the relevant conclusions have reference significance for the development of agricultural modernization in other major grain producing areas in China.This paper focuses on the path choice of the breakthrough development of county agricultural modernization in Heilongjiang Province, and explores a series of propositions about the theoretical support, formation conditions, development path and promotion countermeasures. The paper goes along with the logic thinking:theoretical analysis -- the construction of the theoretical frame-the construction of the realistic frame-empirical support --goal determination--the realistic choice of path, and supplemented by case comparative analysis, in order to enhance the persuasive power of the empirical analysis.The specific contents of this paper are as follows:First of all, the paper constructs the theoretical reference and practical reference, which lays the theoretical foundation for the research on county agricultural modernization in Heilongjiang, and provides experience and reference. The way of the theoretical reference, this paper defines the core concepts of modernization and agricultural modernization, analyzes the relevant basic theories, and clears the relevant elements of the path selection at the theoretical level; The way of the practical reference, Based on the reference system of the developed countries (such as the United States, Japan, the Netherlands and Israel), other developing countries(such as India and Brazil), the Sunan area of China, Taigu County of Shanxi Province and Shanxi Xiangning county area, the paper summarizes the six points on the development of agricultural modernization in Heilongjiang county.Secondly, based on the overall perspective of the agricultural development process and the overall situation and advantages of agricultural modernization in Heilongjiang Province, combining the connotation and characteristics of agricultural modernization with the characteristics of county agriculture in Heilongjiang, the paper analyzing the state of county agricultural modernization in Heilongjiang from f the level of agricultural inputs, the level of agricultural output, rural social development level and the level of agricultural sustainable development four aspects, clears the index system construction principles of county agricultural modernization index system, builds the index system of county agricultural modernization, determines the weights of the reference layer and the index layer using the analytic hierarchy process and entropy weight method, uses the method of extreme value standardization and the standardization of target value to comprehensively evaluate the county agricultural modernization in Heilongjiang, and determines the development stage of the county agricultural modernization.Again, based on the combination of development situation and level of county agricultural modernization in Heilongjiang, the paper clears the development principle, guiding ideology and goal of county agricultural modernization in Heilongjiang, clarifies the basic contradictions and plights, completes the road diameter selection of county agricultural modernization in theory way. Combined with the previous empirical comparison about development path of county agricultural modernization, the paper explores the difference development of individual path under the common path. On the basis of the current situation and evaluation of agricultural modernization, the paper put forward the macro and specific path of agricultural modernization in Zhaodong city and Lanxi County, and proposes policy recommendations for path implementation.
