Study On Ecological Compensation Of Songliao Plain Corn Belt In Jilin Province

Songliao Plain Corn Belt of Jilin province is the core region of our country commodity grain production and has provided thousands of billions of pounds commodity grain and made outstanding contributions to the national food security since the reform and opening up. But at the same time, the problem of overuse of arable land and water resources appeared in the corn belt including cropping corn continuously, unreasonable tillage, long-term excessive use of chemical fertilizer, ineffective returning of corn straw, serious pollution of water resources,long-term overexploitation of groundwater resources. This results in serious damage to the agricultural eco-environment of the Corn Belt, and affects the increase of comprehensive production capacity of grain and sustainable agriculture development.“No.1Central Document” in 2015 proposed to strengthen the agricultural ecological management. Strengthen the management of the agricultural non-point source pollution, the soil testing and formulated fertilization, promote the bioorganic fertilizer and pesticides with low toxicity and low residue and develop the utilization of straw and manure and the regional demonstration of farmland residual film recovery; carry out the pilot work of black soil protection; establish and improve protection responsibility system of agricultural eco-environment, strengthen supervision and accountability and punish all kinds of destruction of the ecological environment severely according to the law. As a major grain producing province, the problem of ecological compensation in Songliao Plain Corn Belt of Jilin province will become an important part of the research on ecological civilization and will further promote ecological civilization construction and sustainable agriculture development of Songliao Plain Corn Belt.In view of this research, this paper takes ecological compensation of Songliao Plain Corn Belt of Jilin province as the research object, and defines the terms such as Songliao Plain Corn Belt, resource overdraft, Agro-ecological compensation, ecological compensation for water resources, ecological compensation of farmers, ecological compensation policy and so on.Combined with multidiscipline knowledge of public goods theory, the theory of ecological capital, connotation of ecological compensation, the theory of farmers’ behavior and the like, it reveals the status and the causes of damages to ecological environment in the aspects of soil and water resources in the corn belt, summarizes the existing ecological compensation measures of the corn belt, and does the empirical research on the decisive factors affecting ecological compensation of the corn belt, farmers’ ecological compensation. This paper designsinstitutional framework of ecological compensation in the corn belt by combining theories with the practice, puts forward suggestions for the government to establish and improve the ecological compensation policies and measures.The innovations of this paper are as follows:(1) the research on ecological compensation policy is mainly from the nature reserve,ecological function areas, mineral resources development, water environment protection and other aspects to find out about ecological compensation policies and measures at home. But scholars think about the strategies of preventing environment pollution and protecting ecological environment generally from region division of resources and environment. The majority of their work is to analyze the problem from the macro level and the fruits of systematic research are rare. Research results based on the farmer’s ecological compensation behavior, especially farmers in major grain producing areas and specific areas of golden corn belt are seldom. As micro economic organizations in agricultural production, farmers are not only agricultural ecological beneficiaries and vandals, namely farmers are the subject of ecological compensation.And they are also protectors of ecological agriculture, which means farmers are the object ecological compensation. The ways and characteristics of farmers’ ecological compensation and their causes must be analyzed in depth to study ecological compensation in golden corn belt, and only in this way can effective and systematic ecological compensation measures be worked out and considered fully.(2) This paper made use of data surveyed in 350 households from 6 counties( Nong’an,Yushu, Dehui, Gongzhuling, Lishu, Qianguo) to establish the Logistic binary regression model using statistical analysis software, SPSS and analyzed profound factors affecting farmers’ ecological compensation like their cognition and intention by means of the backward LR iterative method. And the correlation degree of influencing factors of farmers’ ecological compensation behavior was obtained.(3) This paper chose the ecological compensation of the Songliao Plain Corn Belt as the starting point, creatively construct system frame of ecological compensation of Songliao Plain Corn Belt of Jilin province. From the new perspective of encouraging and restraining microcosmic household behavior, suggestions in line with the actual ecological compensation in corn belt were put forward, which provides the reference for the government to improve the ecological compensation management system and relevant system.
