Governrance of development zones’ development and transition is one of the most valuable and persuasive experiences for China’s reform and opening up. In the last 30 years, development zones have contributed significantly to the “China Miracle” as front windows of China’s reform and opening up, important carriers of foreign capital utilization and leaders of regional development. However, there are still a lot of important tasks to do because of some serious problems for most of development zones, such as inferior industries, low efficiency of land utilization, declines of enviroment carrying capacity. Especially in the context of the New Normal, to raise governrance efficiency of the development zones is particularly urgent. Existing literature has been focusing on development of industrial clusters, utilization of land resources and environmental governance. It is a noticeble question that how to explore the effective goverance ways of development zones’ development and transition to achieve the goals of industrial optimization and upgrading, intencive land-use and environmentally friendly development simultanously.This paper focuses on governrance of development zones’ development and transition, follows the lead of the interaction of rent incentive and spatial polarization effects, discusses the questions about industrial optimization and upgrading, intencive land-use and environmentally friendly development. Firstly, rent theory, governance theory, spatial economics and institutional theory are used to establish the analysis framework of rent incentives, spatial polarization effect and goverance. Seccondly, window effects, herding behaviors and localization effects are discussed under different circumstances of rental incentives on the foundation of development and transformation operation mechanism of governance and construction of spatial polarization effect of equilibrium model. Thirdly, window effects, herding behaviors, basic characteristics and tendency of the experience curve are discussed using the numerical simulation method. Fouthly, a case studiy is proceeded to summerize the experiences about governrance of development zones’ development and transition using structural equation model. Finally, the policy suggestions about governrance of development zones’ development and transition are put forward according to the problems found in the case study.From the perspective of the interactive relationship between rent incentives and spatial polarization effects, this paper explores the logical relationship between the rent incentives, the spatial polarization effects and governrance of development zones’ development and transition. Spillover of the spatial polarization effects is the core mechanism of development zones’ development and transition. The spatial model of the interaction between rent incentives and spatial polarization effects is established in this paper, based on which, spatial polarization effects of equilibrium under the specific forms of implementation are discussed, including the window effects, herding behaviors and localization effects. This paper also conducted the empirical analysis using numerical simulation and structural equation model to testfy the existence of the development and transition of governance in China’s development zones. The most important determinant of the window effects of development zones’ development and transition goverance is the increase of the degree of opening freedom, but the influence is limited and depends on current stage of development and productivity levels. Herding behaviors, not comprehensive or full scale imitation, can produce organizational learning to obtain effective investment returns. Localization effects maintain and change, considering not only the trade liberalization, but also reduction of iceberg cost, an appropriate increase in tax incentives, promottion of heterogeneous labor forces’ mobility, particularly the flow and agglomeration of skilled workers to the development zone. The case study of Binxi Development Zone shows that the industrial optimization and upgrading, the intensive land use, environmental protection and control of the Trinity rent incentive come from co-determination of governments, enterprises and communities.Governrance of development zones’ development and transition is a major research topic in the field of public administration and the spatial economy. The theoretical contributions include: from the perspective of the interaction between rental incentives and spatial polarization effects, the framework of mechanism analysis is constructed, the equilibrium if spatial polarization effects is analyzed, the three equilibrium sets for the rent incentive under the window effects, herding behaviors and localization effects are solved, empirical analysis and case study are proceeded using numerical simulation and stuctural model. The practical contributions include: the experiences of governrance of development zones’ development and transition are theorized and combined with international experiences. Possible policy "lists" and "operational" pathes could be proposed to bear the forerunner of China’s reform and opening function,continuously release spatial polarization effects on regional economic growth and continuously deepen reform and opening-up strategy.
