As the basis of the industrial revolution and a pioneer industry, the textile industry has made a great contribution to the development of the world economy. In China, the textile industry is one of the industries of the people’s livelihood, the pillar industry and one of the industries with comparative advantage, which plays a key role in China’s economic growth and social stability.In the face of great changes of international and domestic environment, a global industry re-layout is being expanded. Internationally, with the trans Pacific Partnership Agreement(TPP) being reached, the industry transfer is inevitable; At home, along with the continuous deepening of the strategy of “the Belt and Road”, the industry “going out” will also become a “new normal”. The textile industry, as a traditional advantage industry in China, has deeply felt the changes in the external environment, making it the best choice to survive and develop through the way of transfer and up-gradation, no matter the transfer is forced or voluntary. Based on the profound background of this era, the article defined the new wave of textile industry transfer clearly, and explored the theories and practices of national and international transfer of China’s textile industry.In fact, as early as one hundred or two hundred years ago, there is a phenomenon of the textile industry transfer, which also caused the attention of numerous experts and scholars. The “flying geese”model, gradient transfer theory were the research results of textile industry transfer. Analyzing these theories, it is not difficult to find that they tended to focus on a macro or meso levels, which mainly determined by the following factors: first, the textile industry transfer was usually low cost oriented, and waged a gradient transfer in the past, therefore, the behavior of individual firm almost could be ignored; second, the textile industry transfer moved towards the same direction(low cost areas), resulting in studying the behavior of individual firms with little significance. However, under the background of global industry structure changes, and driven by profits maximization, the textile industry transfer began to differentiate, is no longer a spatial displacement by “one-way” and “gradient”, but showing a feature of “diversification”, “decentralization” and “personalization”. Therefore, in the process of textile transfer, the importance of research on the behavior of manufacturers is becoming increasingly prominent. Based on the behavior of the firms, and to abide by the classical situation- structure- behavior- performance research paradigm(C-SCP paradigm), this paper explored the fundamental motivation and mode choice of spatial displacement, as well as the cluster behavior of firms further, namely, industry transfer.The purpose of this paper is mainly reflected as follows:1) To clarify the internal mechanism or mechanism of the textile industry transfer. Traditionally, the textile industry transfer was regarded as the displacement of the elements in the geographical space, and its premise is that the elements as capital, labor, product, market and other factors were homogeneous. The displacement is nothing more than a “spontaneous flow”of factors. In the new situation, all the elements were heterogeneous, and to a large extent, the industrial transfer was an “self-behavior” in order to make profits.2) To differentiate the internal and external influencing factors of textile industry transfer. Internal influencing factors were the core, acting on external factors, meanwhile, the external influencing factors also reacting to internal factors, both of them intertwined with each other, determined the direction and path of the textile industry transfer. Based on C-SCP research paradigm, the paper probed and analyzed various factors in the process of the textile industry transfer, and tried to distinguish.3) To explore the various patterns of the textile industry transfer. The textile industry transfer presented a trend of “multi direction” and “diversification”. The pattern of the textile industry transfer was both the means and the result. On the one hand, the shift of the textile industry in the geographical space should depend on the specific transfer pattern; on the other hand, the transfer pattern of the textile industry was the choice of interest demands, and it also determined the success or failure of the transfer.4) To put forward strategic suggestions for the textile industry transfer. The textile industry transfer is a system engineering, need to consider various factors. Combined with the previous research conclusion, the paper gives the corresponding countermeasures and suggestions for different types of textile industry transfer pattern.The paper used a variety of research methods, mainly including literature research, questionnaire survey, case analysis, on-the-spot investigation, interviews, and collected a large number of first-hand data, so as to ensure the credibility of the conclusion. In the actual operation process, the paper also tried to make the study quantitatively, combining qualitative and quantitative research, in order to enhance the research scientifically, precisely and objectively.The main conclusions of this research are as follows.1) From the point of view of the external factors that affect China’s textile industry transfer, the order transfer has become the main factor, and the political environment, service level, quick response, tariff and trade barrier and so on were important factors.2) From the point of view of the intrinsic motivation of China’s textile industry transfer, the pursuit of profit maximization was still the fundamental reason for the choice of firms, but in the process of pursuing low cost(or high profit), the motivation of labor cost and raw material cost was weakening and market admission, corporate social responsibility, human capital and so on were strengthening.3) As for the patterns of China’s textile industry transfer, internationally, the textile enterprises should mainly choose M&A in the economic developed countries and regions; build new ones in the underdeveloped countries and regions. Nationally, the enterprise scale, enterprise nature, and the purpose of transfer and other factors would have a profound impact on textile industry transfer.The innovation includes the following:1) Innovation of research perspectives. The research literature on the transfer of the(Textile) industry, mainly from the perspective of macro or meso, discusses the mechanism, laws and pattern of textile industry transfer. Based on the perspective of the theory of firm behavior, and to start with motivation and strategies of some specific firms, the paper analyzed the transfer of textile industry, and established an framework for China’s textile industry transfer.2) Innovation of research content. Firstly, this paper demonstrates the new trends of China’s textile industry transfer from the theoretical level based on the two premises of capital heterogeneity and labor heterogeneity. Secondly, the system traces and sorts out several waves of China’s textile industry transfer. Again, the use of empirical research methods, respectively, from the study of China’s textile industry international and domestic transfer of motivation, resistance and mode choice. Finally, based on the previous research, from different levels, the paper puts forward some countermeasures and suggestions to promote the upgrading of China’s textile industry transfer.Due to various factors, in this paper, the number of samples is not enough, and it can be appropriately enlarged. At the same time, in China, along the way, "Internet +" national strategy to promote the relevant inclusive growth, country policy and other aspects worthy of further discussion. This is undoubtedly the focus of this paper is to continue to study.
