Since the financial crisis, with the scarcity of labor resources in eastern and land resources, textilecompanies faced with the constraints of the production cost, making the textile industry is facing a hugetransition pressure. Since the implementation of the guidance on promoting the transfer of the textileindustry in China, the textile industry began to transfer the road. In the transfer process in the textileindustry, the role of policy banks is particularly important. The object of this paper is based on policyfinancial support for the company A during the transfer of the textile industry. The transfer of the textile industrycannot do without the financial services, but the textile industry belongs to the long cycle, high risk, thefund re-steams slowly industry, commercial banks are reluctant to intervene, policy banks to solve the"three rural issues", cotton and oil as the main line, to the important role of textile transfersupport.Second,there are some important issues exists in the process of Agricultural Development Bankto support Company A for industrial transfer, and studies the agricultural development bank to supportA enterprise of industry transfer effect, and existing problems.the Agricultural Development Bank exists the following problems to support the transfer processof the textile industry: First, from the external environment, there are some flaws in laws andregulations.The same time, due to the imperfections of the laws and regulations, law enforcementagencies there are many loopholes in the supervision of the Agricultural Development Bank. These ledto a series of problems in China’s agricultural policy bank in support of the textile enterprises.Secondly,from the Agricultural Development Bank’s own point of view, the Agricultural Development Bankloans to promote the development of textile industry in the Mainland a limited role, at the same time,the Agricultural Development Bank’s loans are mostly large enterprises, SME Loan granted less.Thirdly, from textile enterprises, the scale of enterprise was relatively small, and management featureshas led to lower their credit standards.Finally，specific solutions in the following areas: from within the bank to strengthen the innovativeway of financial support; innovative credit system; improve agricultural policy bank legislation and theAgricultural Development Bank credit granted to the system. Textile enterprises should set up abusiness long-term development strategy; enhance the quality of SME owners; improve the financialsystems and broaden the financing channels. Government should work with the cooperation of theAgricultural Development Bank to establish a credit guarantee mechanism.
