Agri-tech enterprises’ innovation activities in the fields of biology, processing, facility, breeding and recycling, have greatly enhanced the science, greenness, culture and added value of deep processing in agriculture. With the positive effect, agri-tech enterprises also have encountered problems, including the weakness of overall technical innovation level, the imperfect operating mechanism of technical innovation system, and the support deficiency of innovation core ability in innovation route selection. Therefore, a further study in the inscape and procedural model of the system, and how the technical innovation abilities impact its innovative route, should be carried out by agri-tech enterprises. In such a way, this study would provide theoretical guidance and decision basis in breaking in core technic, achieving independent IPR of core technologies, and adjusting agricultural structure.Based on literature review, this study took agri-tech enterprises as research objects by applying system analysis, dynamic analysis, structural equation model, fuzzy comprehensive evaluation and multi-objective decision-making method. In this study, firstly, we analyzed the basic factors and Dynamic operation process of technical innovation system in agri-tech enterprises, and summarized its general patterns & routes. Secondly, we explored the inner formation mechanism and the element dimensionality of the technical innovation ability. Thirdly, we built the conceptual model between technical innovation ability and innovation route, and verified the hypothesis through empirical study; we built the assessment indicator system to evaluate the technical innovation ability by adopting fuzzy comprehensive evaluation method. Finally, based on the results of the former research, with the multi-objective decision-making method, we built route selection model for agri-tech enterprises, and gave the suggestions for promoting enterprises’ innovation ability and route.In this study, we explored the construction of the innovation system in agri-tech enterprises, and put out three innovation routes, including independent innovation, integrated innovation, secondary innovation; pointed out that the formation process of technical innovation ability in agri-tech enterprises is the result of technical learning and technical accumulation; put out the five dimensions of technical innovation ability, including technical ability,management ability,social capital,performance ability,and resource ability. Through the empirical study between technical innovation ability and its routes, we concluded:(1) under a certain innovation route, technical innovation ability had a max positive impact on innovation route in all five dimensions, and then it’s innovation management ability. Social capital ability had a positive significant effect on integrated innovation and original innovation routes. Innovation resource ability had negative impact on all three routes. (2) Considering the evolutionary relationship between different routes, technical ability, management ability had positive effect on secondary innovation and social capital ability had a positive effect on integrated innovation, while innovation performance ability and innovation resource ability had negative effect on all three routes.The evaluation of technical innovation ability though innovation routes selection demonstrated that: (1) the innovation overall ability and dimension element abilities of secondary innovation were lower than original innovation and integrated innovation; (2) compared with the other routes, original innovation had the highest level in innovation overall ability, innovation technical ability, social capital ability and innovation performance; (3) Integrated innovation had a higher level in innovation management ability and social capital ability.Based on the former comprehensive analysis, we believed national leading agricultural enterprises should focus on original innovation; Small and medium-sized agri-tech enterprises should chose the industry-university-research cooperation model, and if had a high level in innovation overall ability and technical ability, they could also try original innovation; for entrepreneurial enterprises which had a relative high level in technical factor ability and Innovative knowledge resources integration ability, they could chose secondary innovation.
