Abundantly reserved coal resources in China have a wide distribution and long history. For a long time, coal resources have a dominant position in our country's one-time consumption structure. Especially since the reform and opening up, with the demand of coal resources market sustained increasing and the coal mining production capacity of China quickly growing, a large number of coal mine construction projects have constructed. The increase of coal mine construction projects, led to production accidents take place continuously. Safety production of coal mine construction is facing serious challenges, which is affecting the stability and development of the coal industry. Therefore, controlling the safety production accidents in coal mine construction projects has been the significant problem that all people in our country concerned.Based on the inadequate of theory on the safety production management and on the safety evaluation in the past of the coal construction project, and combined with the factors that affect safety production management of coal construction project, as well the reasons that cause safety production accidents, in order to begin the research of integrated management of safety production elements about coal mine construction project, which has more important scientific meaning and realistic significance.At present, the situation of safety management of coal mine construction project in China is still very serious, and the existence of a large number of problems resulted in safety production accidents of coal mine construction project happened frequently. The safety production system of coal mine construction project is a complex and open system, which consist of man, machine, environment and management. Elements of the subsystem interior have level structure, and there is complex relationship among them. These effects relationship among elements drive the evolution process of safety system of coal mine construction project, and far-reaching to safe production of coal mine construction project.This paper used integrated management, safety system engineering, synergy, management entropy and other related theory. Based on the analysis of influencing factor of safety production about coal mine construction project and the necessity of integrated management, studied the time structure, spatial and functional structure of the integrated management of safety production factors about coal mine construction project and used A.D. Hall three-dimensional structure to establish the integrated structure model of safety production factors about coal mine construction project. Meanwhile, based on the analysis of the lack of traditional management framework of safety production of coal mine construction project, designed the integrated management framework of safety production factors about coal mine construction project.The integrated management model of safety production factors about coal mine construction project is the foundation to realize integrated management framework. This paper, according to the SIPOC synergy mode theory, on the basis of analyzing the synergetic process of SIPOC about interior and among the safety production factors of coal mine construction project, studied the interaction among these elements of coal mine construction project. By noticing the relationship among these elements, we could draw the conclusion that human elements are related to the situation of human resources, development potential and management issues that existed; Machine elements are related to its own situation, human resources and management issues that existed; Environmental elements are relevant to its risk level of environmental conditions and management issues that existed; Management elements are relevant to the four elements. According to the logic analysis above, this paper established the mathematical model of cooperative evolution of safety factors on coal mine construction project, And the establishment of a collaborative evaluation model based on factor index method of determining the relative parameters.Through the simulation of the mathematical model of cooperative evolution, found the human elements and management elements are the sequence parameters of integrated management system of safety factors on coal mine construction project, which controlled the process of the system evolution. Meanwhile, analyze the servo system and stability of equilibrium point of the system.Establish cooperative controlling of integrated management of safety factors on coal mine construction project is an important part of implementing integrated management. For the cooperative controlling of integrated management of safety factors on coal mine construction project, the research mainly had three aspects:first, to study the generating mechanism of safety risks; second, to build the conceptual model of cooperative controlling about the integrated management of safety production factors on coal mine construction project; third, put forward corresponding countermeasures about cooperative controlling. In this paper, based on the analysis of the relationship between the safety production cooperative controlling rule of law and order parameter, established law framework of the safety production based on the order parameter of coal mine construction project, focusing on analysis of China's coal mine safety production legal system construction projects in advance the prevention, control and post feedback matters in three areas the problems and causes, while were made based on problem-oriented and order parameter corresponding countermeasures, and analysis its feasibility from three levels of the policy, engineering and technology, benefit.Finally, took DongFeng coal mine for example, to study its integrated management of safety management elements, to design framework for integrated management and analysis operation mode of the integrated management, the expansion project of Dongfeng mine's integration management of production safety cooperative factors were evaluated, the its integrated management model and stability were analyzed, the main issues of affecting integrated management were found, and then, put forward corresponding countermeasures.
