| Nowadays, the rapid development of the western regions mainly benefits from the local resources and the government investment, so the economy heavily depends on capital and labor. Economic growth is still adopted a relatively rough pattern—development of resources which leads to the deterioration of the natural environment: more loss of water and soil, frequent geological disasters, severe drought and sand storm, deterioration of grasslands, unbalance of forest ecosystem, as well as damage of the biodiversity.The environment in the Western Region of China is becoming more and more seriously, which is greatly affected by the development and growth of economy. Especially in the recent two decades, the pursuing of the pace in economic growth has led to Environmental degradation.There are two comparable advantages of the development of economy in the Western Region: Labor advantage and Resource advantage. To make full use of the resources to driven economic growth, it results in serious consumption and waste of natural resources. As for the relatively high resource costs and transportation costs, and the large-scale and high-intensity development and utilization of natural resources as a way out of economic growth, which not only cause the huge resources consumption and waste, and also have a serious impact on ecology and environment. The western region, "the high consumption of resources, high pollution emissions", the energy and raw material industries and traditional industries account for a large proportion. Because of the backward technology and the old equipment of most enterprises, it not only lacks of competition in the eastern part of the advanced enterprises, but also is likely to cause environmental pollution. The western region of the country's GDP is at around 20%, but its emissions of industrial and emissions of SO2 account for 30% of the country. The emission of the western region is 1-5 times higher than the eastern region. The sustainable development of environment-friendly industries and the comparative advantages of the western region are inconsistent, which would slow down the speed of economic development. As a result, attracting and accepting the transfer of traditional industries has become a rational choice. Some local governments, for local interests, abandon its responsibility as a manager. Present environmental management system rather than the massive vertical management division also makes it hard for local environmental protection departments to violate local government's will in order to play effectively its supervisory and management functions. As environmental protection policies directly threaten the local enterprises, small mines, and small coal mine, as well as the livelihoods of farmers. What's more, local governments of tax revenue and interest charges are also impaired. Consequently, private or even brazenly forced logging and forced mining become common phenomenon, and greatly damage the environment. In addition to the Government's assessment is mainly short-term economic performance rather than environmental indicators, so local governments also face action of destruction of the environment tacitly. This makes the already fragile ecological environment in west China become overburdened.Because of the backward industrial structure, in the process of the western region's economic growth, it is inevitable to suffer the passive acceptance of the transfer of a sunset industry which is relatively backward, environment polluted and low additional-value. Even one-sided pursuit of economic interests to accept heavily polluting industries and old equipment. By the influence of the thought "pollution first, treatment after", and in order to expedite the pace of foreign investments, blind investment, sitting, and backward environmental management work of some provinces tend to cause new environmental problems; Uncontrolled disposal of certain businesses of primary products and scarce resources, speed up the consumption of resources; Many enterprises as much as possible to occupy more market share, improve the competitiveness of products at the expense of the environment. These practices cause serious ecological damage, and form a new pressure on the environment.The deterioration of the environment greatly affects the western region's economic growth. According to the findings of GuoXiaomin from the China Environmental Science Research Institute, the western region environmental pollution and ecological damage economic losses account for about 20% of GDP over the same period by the conservative estimation. It is almost in equivalent to 50% of the western region's total fixed asset investment in the same period. Environmental pollution and ecological damage not only cause huge economic losses, slow down the pace of economic growth, meanwhile, deterioration of the environment weaken the attraction for private and foreign capital investment, and even lead to the outflow of capital, which cause the lack of Sustainability of economic growth in the western region.As natural conditions characteristics of the western region determine that the western region's economic growth and the changing mode of economic growth become more dependent on environmental factors. Therefore, the reconstruction of the ecological environment will become the core of the economic growth mode change issue. The mode of economic growth should be transferred from the extensive growth mode that involves high input, high consumption, high speed, low quality, low efficiency, and pursuing quantity and speed, to the intensive growth that requires high input, low consumption, high speed, high quality, high efficiency, making a good balance between speed and efficiency.Specific ways of the transformation are as follows:1 Spreading the environment- priority idea2 Expanding the production of agricultural products with distinctive local characteristics to accelerate the economic transformation3 Accelerating the industrialization process to speed up the economic transformation4 Advance the industrial restructuring to push the overall economic transformation.This paper focuses on the transformation of economic growth mode and ecological environmental reconstruction. It adopts the theoretical method including: Neoclassical Growth Theory, Dynamic Metering Model, Measurement of indirect cost of environmental pollution and ecological damage, benefit and loss analysis of environmental economy. The research gives priority to the empirical study rather than the normative research. Some simple statistical analyses and Dynamic Metering Model are adopted to analyze factors of economic growth and influence of investment on economic growth. Theory and achievements of Guo Xiaomin are used as reference to discuss indirect cost of environmental pollution and ecological damage; Profit- Cost Analysis Method is applied to study the benefits of the ecological environmental reconstruction. Also, the traditional methods of Economics are used for logical deduction and theory Induction in this paper.This study argues that the environment is the decisive effect of social economy growth by showing the evidence that ecological environmental reconstruction is the main element of the economic growth mode in the western regions. It will be helpful to change the thinking of national economy growing mode.In specific study , the measurements of indirect cost of environmental pollution and ecological damage are brought into analysis by Dynamic Metering Model, and quantitative analysis is adopted in the economic benefit of ecological environmental reconstruction, thus exploring the methods to research the relationship between environment of quantitative analysis and economy growth, which can enrich the theory of the relation between the environment and economic growth. The research on the ecological environmental reconstruction. And more ,through the research of economic growth mode transformation ways of the western regions which based on the ecological environmental reconstruction,it will give some advise for the real ways.
