Human has been encountered the global environmental change, ecological resources loss and energy efficiency problems while the gas cost has surged up to USS140 per barrel recently. Consequently, that is about the high density of industry area and urban development. These activities rely on ecological system consumption of fossil fuel, electrical power and other replacement in addition to natural solar system. The high density area and housing development have resulted in city urbanized as well as economy growth, however, they cause the highly demand of nature resources and non-recycle materials dramatically.With respect to nature environment and ecosystem balance, this study has three sections. The first section is literature review which is organized as follows 1. Realize the integration of historical culture and modern culture to observe the human housing architecture evolution.2. Research on method of integration of human and nature.3. Research on architecture scheme for people connection.4. Research on integration of single and entirety.5. Research on integration of culture aspect and culture harmonious community.6. Research on definition of natural environment.7. Research on architecture development plan, design flow and cost strategy before implement the environment oriented.8. Research on future of analyzing environment oriented from culture harmonious community to future human housing.9. Research on energy efficiency of single house, department, high building department and public architecture. 10. Research on utilizing environment oriented experience between single house and community to be generalize to public architecture.11. Research on Taiwan Green Building index and international environment oriented scheme direction.12. Research on analysis that architecture development plan, design flow and low-cost strategy while implementation of environment oriented. The second section is Delphi Method and case study. The case is evaluated by Taiwan Green Building index, taking Delphi method with development procedure and cost, accumulated investment and return data by experts. That is positive with respect to 9 factors that study background, plan, design, construction, management, scope, Taiwan Green Building index, etc. There are few cases are evaluated by Taiwan Green Build index and to consider the merely parameter acquired and weight complicated for next DEA, because those weightings data is not easy to be quantified, this study adopts Delphi method by inviting experts who provided professional and experienced comment and suggestion consolidated to DEA parameter and weight. The section three is data analysis of DEA and Delphi method output so that to find out the developed factor weighting that housing process from human natural environment stage to achievable basic living. With natural climate condition, to analyze the energy efficiency and house styling and technologies, balanced and integrated with natural environment and cost for human best and comfortable housing.This study has comparative analysis and focuses environment oriented for that architecture development, design, management process and cost strategy to provide a executive model for architecture development. This study might obtain:1. The suitable environment oriented design and method.2. The format of environment oriented to conduct green building design process and low-cost strategy.3. The cost strategy of environment oriented green building plan architecture development.4. The experience of environment oriented single house to community so that generalize to public architecture.5. To provide government a basis for environmental and territory landscape architecture policy.
