This thesis emphasizes particularly on the research on whole industrial chain and its procedures from tree breeding to their technical extension and application, combining the tree breeding with its techniques as the integrated system by using theoretical discussion and the case-study, theoretically based on the industrial economics, technological economics, market mechanism theory and institutional economics to understand the essences of economics in tree breeding in different points of view. The thesis also formulated the suggestions and recommendations related to the coordinative innovation of tree breeding after studying on the correlation system related with the innovation activities of tree breeding by analyzing the operation characteristics of industrialization and transferring mechanism of tree breeding technology, as well as the transferring models and operation mechanism. As the result, the rules of the procedures of industrialization management were identified by analyzing correlation between tree breeding and industrialization, the main body and management mechanism, the distribution mechanism of benefits, organizing forms and their efficiency, etc.. The results shows that the core of the tree breeding is the innovations of knowledge and technology, and then its extension being industrialization that needs to reform the organization forms, market-supporting, main management body and its mechanism by enforcing the governments'service and perfecting market system.The industrial economics and SCP model is also applied to analyze on tea-oil breeding industry to understand their experiences and models, and the performance of the its technology was evaluated. The conceptual and practical tools for monitoring and evaluation on transferring and industrialization of new technologies of tree breeding are conducted. The methodology is organized into four levels (the target layer, the system layer, and indices system and variable-index layer), two systems (the output, input) and 14 indicators. And in accordance with previous research on the experience of industrial organization, the basic framework of SCP paradigm of tree breeding industrial organization is formulated to understand the market structure, market behavior and market performance and the relationship among them to provide the suggestions and recommendations of policy for government intervention. Meanwhile, the policy of the compensation for fine species and varieties has also been discussed and analyzed. Finally, the thesis put forward to 14 suggestions and recommendations in fields of the innovation system, policy and institutions, governments'management and service, establishment and perfect of market system. The main innovations in this thesis are the first application of the economics theory to conduct the study on tree breeding and its transferring and industrialization by comprehensively analysis on all aspects of the process from tree breeding to industrialization so that provide suggestions and recommendations for government to develop forest tree breeding planning and practical guidance for effective transferring and industrialization. The operating features and mechanism is analyzed by studying coordinative innovation and organization innovation of tree breeding in order to provide the basis for improvement of the quality and cooperative efficiency. The management and technical measures in work division of seed production, diversification of management body of seedlings, standardization of quality and the integrated unit of breeding, propagating and marketing are put forward through research on market-oriented seed and seedling industry, which are beneficial to the development of modern forestry.
