China is in a historical crucial moment. In order to complete the program of "Teaching Chinese to Speakers of Other Languages (TCSOL)", Confucius institutes are established all over the world. But, unfortunately, it incurred the doubts from many other countries.The main purpose of this study is to figure out the strategy and the analysis model of the program of "teaching Chinese to speakers of other languages".In1949, Shannon and Weaver in their book "the communication of the mathematical theory", put forward the concept of a" communication process ". In this mode,"Information Source" is the first step in the communication process, and "Information Source" produces one or a series of "Message" used to communicate. Then,"Transmitter" transfers "Message" into "Signal". Through the right "Channel", the "Signal" is communicated to the "Receiver". Meanwhile, in the communication process, there will be some "noise" happened.According to this "communication process", the units in charge of the "Teaching Chinese to Speakers of Other Languages" policy are the "Information Source"; Chinese characters, beautiful Chinese culture, a good national image... and so on, are the "Signals" we want to send.Through these "Channels" such as, Confucius institutes, Taiwan Academy, and oversea Chinese schools, sent the "Signals" to the Chinese-language learners all over the world. Of course, in the communication process, the "noise" should be the '"China Threat' theory".The hypothesis of this study is that "teaching Chinese to speakers of other languages" is not only an educational behavior, not only a teaching behavior, but an "international communication" behavior.Therefore, it must be based on "communication" as the core concept to construct a macro analytical framework, and taking into account the current international status of the Chinese. At the same time, we have to judge the different governments' attitude of the world for our "Teaching Chinese to Speakers of Other Languages" program, and practical the suggestions.The research is based on "mass communication" to analysis the program of "Teaching Chinese to Speakers of Other Languages"; therefore, it based primarily on "Communication Theories" and reference to other theories concerned about "Teaching Chinese to Speakers of Other Languages", Such as the "Information Economics" and "Cultural Diplomacy", Sociolinguistics, and Emotional Geopolitics to analysis the target of "Chinese international Communication", the main body of "Chinese international Communication", the channels of "Chinese international Communication", and the audiences of "Chinese international Communication".The methodology in this study includes content analysis, literature analysis, comparative method, questionnaire survey and domestic participant interview. In this research, I introduced the theme of the motivation; purpose and methods...etc, and analyzed the opinions from the current international communities for the establishment of Confucius Institute, in the first chapter, In the next chapter, I re-examined the concept of "Teaching Chinese to Speakers of Other Languages", through the collection, induction, deduction, an integrated approach, I figure out that the core of the target of "Teaching Chinese to Speakers of Other Languages" should be "emotional communication".In the third chapter, I discussed about the communication subjects of "Teaching Chinese to Speakers of Other Languages", and their attribute, as well as discussed about the strategies of Confucius institutes and Taiwan Academy.In the chapter four, I analyzed the types of properties and characteristics of the "Chinese international Communication", and also discussed the application of Internet marketing.In the fifth chapter, I described the audiences'properties of "Chinese international Communication", and the Chinese education policies of the major countries, at the same time, to explore the practice of stimulating the audience needs.In the sixth chapter, I discussed the "Company Industry System" theory both domestic and foreign, and the model building, meanwhile, I also made recommendations about the adjustments of the organizations'CIS.The last one is the conclusion. I summarized the main points, innovation area and forward-looking area of this study.In this research, I made twelve recommendations for global deployment strategy of "teaching Chinese to speakers of other languages" program. I hope that through this study could provide a perspective, promote the interaction of the international community, enhance the communication of emotion, and toward a bright new era.
