Anbei Duhufu and Chanyu Duhufu were the highest military and political institutes the Tang Dynasty had established in the Northern Border.The function of these two Duhufus was to control all the Jimifus and Jimizhous((indirectly ruled regions)set among the Turki and tiele Tribes. These two Duhufus conquered more lands when they were strong or protected the borders when they were not strong enough to be expansive. Their existence had a close relationship to the conditions of the Northern Border of the Tang Dynasty and reflected the social developments and changes of all the ethnic groups in the Northern China. The Tang Dynasty's rule over all the ethnic groups by the way of Jimifus and Jimizhous profoundly influenced the politics, economies and cultures of peoples living both in the central China and its borders.This dissertation makes a detailed scrutiny of the establishment and abandonment of all the Jimifus and Jimizous under Anbei Duhufu and Chanyu Duhufu, analyses the characters of the Jimi System practiced by the Tang Dynasty in its different periods of sovereignty and proceeds to illustrate the functions of Jimi System in the history of the Northern Border of the Tang Dynasty. The argument of this paper is that the Jimmy system carried out in the Tang dynasty is a flexible political system proper for the social development of the ethnic groups in the Northern Border. The results of the Jimi system were marred not by oppression and exploitation of the ethnic groups from the Tang Dynasty but by the elite of the ethnic groups who took advantage of the internal and external difficulties the Tang Dynasty faced, fanning and coercing Turki tribes to demand their secession and set up the later Eastern Turkistan. Following a line of the establishment, abolition and movement of Anbei Duhufu and Chanyu Duhufu, this dissertation describes the approaches and principles of the amalgamation of the ethnic groups in the Northern and the people in central China in the Tang Dynasty. Therefor, based on researches done by the predecessors, the present work improves the study of the history of the Northern Border and ethnic groups living there in the Tang Dynasty.
