As the pilot of "poor selling" in 1999, significant change took place in Beijing traditional craft industry. It has been 10 years since the industrial transformation took place, the environment gradually improved, but development of the industry has not got rid of the shackles of the relations of production. What is the element restricting the development of Beijing traditional craft industry? Formation and development of Beijing traditional craft industry is the result of concentration of human resources based on craftsmen moving from Jin dynasty and Yuan dynasty, while contemporary Beijing craft industry rapidly developed on the basis of new concentration of human resources after the founding of new China. Thus, human resources is not only the decisive element of formation and development of Beijing traditional craft industry, but also the core factor of the current industry constraints.Most of the existing research on Beijing traditional craft industry is mainly in connection with technology skills, and less of research is carried on human resources. Referring to the results of the existing traditional craft research and introducing human resources development and management theory, this article analyzed the development path of human resources in Beijing traditional craft industry and it's direction of extension cord from six respects, namely:objective of organization, human resources strategy, organization form, human resources structure and reproduction of human resources and human resources management, looked for the bias exists between the development of reality and its inherent nature and tried to raise proposal on amendment.At different stages of development, six elements affecting human resource development of Beijing traditional craft industry were interfered by external environment. As a result, defects were caused in development of Beijing traditional craft industry, such as, unclear objectives, less organized, structural imbalance, lack of reproduction and lack of human resources management. These defects restricted knowledge on traditional craft, therefore, development law of traditional crafts can not be properly recognized and the human resources acts and choices have been restricted. Subject to enabling environment and opportunity as well as serious flaws in human resources structure, Beijing traditional handicraft industry is still stuck in the stage of tangible, material goods production, thus, industry cannot be promoted restructuring by existing human resources.Under the influence of the inherent role of culture, cultural function of Beijing traditional craft industry got more and more public awareness. The development path shall be transformed into cultural creative industry on the basis of intangible cultural heritage protection. Reformation of human resources is the key to industrial transformation, and to change awareness of human resources is the key to reformation of human resources. Effective way is to renovate from the above six factors, most of which is to establish industry level form of organization and to develop effective human resources strategy.
