The Cooperation Of The Public Affairs Of Governance

Effective public affairs management, or offering high-quality public goods and service is the important task of administration in all countries. It is also an important objective of the new round of administrative reform in China. Since the 1990s of the last century, the presentation of the concept of governance and its views offers a new perspective for effective public affairs management. Many Chinese academics have actively introduced this concept to researches of public affairs management in China, and explored the governance path of public affairs which is fit to China's political and administrative environment. This needs not only theoretical analyses but also more experiential studies through various public affairs. The AIDS problem is just an experiential field. The research of the governance mode of AIDS problem will be conducive to providing reference for effective governance on AIDS problem and other problems similar to it, and is helpful to provide exploration for the path of public affairs governance which is fit to China's political and administrative environment.In application of the method of positive investigation, from the perspective of governance, this dissertation analyze the mode of governance of AIDS problem in Dehong Dai-Chingpaw Autonomous Prefecture, and on this basis, discuss some major problems including "meta-governance" role played by the government, the development and independence of civil society, and the particularity of public affairs governance in national autonomous areas in China.This research found that a governance mode which participated and cooperated by members from virous institutions and under the guidance of the government had formed in Dehong. In this mode, the government plays a role as organizer and commander, but it is no longer the only power. Many non-governmental organizations, volunteer organizations, community organizations, citizens' self-government organizations and other civil society forces have been widely involved in the public affairs governance; they form a network of governance. The network can be divided into three level of macro, middle and micro aspects. The government acts at macro level, non-governmental organizations and community as an intermediary role at middle range, and the citizens participate in the specific action areas. The running of the network relies mainly on the cooperation relationship among different institutions; it also depends on the government's open attitude and active promotion.There are still some deficiencies in work of the government, the non-governmental organizations, the communities, civic participation and the whole network system of governance. In view of the present reality, the research proposed several recommendations for more effective governance on AIDS problem. The recommendations includes enhancing the government's responsibility and motives level; increasing the ability and initiative of participation of non-governmental organization; leting the community to take more responsibility; Improving the citizen's participation and initiative; improving the whole management system by improving of mechanism of division, communication and construction of institutions.Thinking further more on the basis of the governance mode of AIDS problem in Dehong, the research points out that without the "meta-governance" role of the government, effective public affairs governance is almost impossible in present China's political system environment; the development of the civil society depends on the government's open attitude less than the actively sought by social institutions themselves such as non-governmental organizations and the self-governing local organizations; Non-governmental organizations tend to participation than independence, it even strategically seek to depend on the government for getting more support. Furthermore, in national autonomous areas, public affairs governance has some particularity in aspects as the government's behavior, the governance environment and the development of the civil society. So the public affairs governance in these regions must be adapted to its social environment, only then would it can achieve good results.
