Research On The Performance Evaluation Of Local Governments' Social Construction

Social construction is an important part of the cause of socialism with Chinesecharacteristics. The fourth plenary session of the sixteenth central committeeproposed the concept of "social construction". The Sixth plenary session of thesixteenth central committee proposed the requirement of strengthening the leadingbody s and leaders ability in developing economy and society coordinately bycarrying out comprehensive evaluation methods earnestly that embody the scientificview of development such as setting leaders social construction performance asevaluation content. Promoting social construction by the way of building a scientificsocial construction evaluation index system put forward a new age requirement ofthe transformation of governmental function. The study on the performanceevaluation of local governments social construction, at the theoretic level, helps toenrich and develop the theoretic scope of governmental performance evaluation andat the practical level, helps to promote the work of social construction and thetransformation of governmental functions, to optimize governance structure, to setup a correct standpoint of performance and to balance the economic and socialdevelopment.By combing theories and practice that related to social construction andgovernments performance evaluation, enclosing on the theme of "study onperformance evaluation of local governments social construction" and following theidea of analyzing situations, proposing problems, building theoretic basis, buildingindex system, studying empirically and putting forward mechanisms, the paper iscarried out in the following aspects:(1) The paper defines the connotation and analyzes compositions of theperformance evaluation of local governments social construction. Basing onrecovering and organizing social construction theories and practice of both domesticand foreign countries and analyzing our nation s local governments socialconstruction performance evaluation in depth, the paper defines local governments social construction performance evaluation as: It s an evaluation of assessing,analyzing and determining the governance performance of local governments andtheir departments in their process of strengthening and promoting the socialconstruction by using scientific methods, standards and procedures. It s an evaluation of results of the social construction. Well-being of the people and overallsocial progress based on the economic construction is a basic condition for localgovernments social construction performance evaluation, which is structuralized inthe performance of the cause of people's livelihood, social management, socialstructure and social norms.(2) The paper builds the performance evaluation index system of localgovernments social construction. Basing on theories of local governments socialconstruction performance evaluation and results-oriented governments performanceevaluation management model, following principles and thoughts of the indexsystem design and by carrying out membership analytic, correlation analysis,reliability and validity analysis, the study constructs a total of28indicators (12satisfaction indicators and16objective indicators) and provides detailedexplanations for these indicators.(3) The paper builds models and carries out empirical studies. According tocharacteristics of objective and subjective performance measurements, the papercarries out studies in two levels. Level1is the subjective performance measurement:the SEM model and empirical studies of the performance satisfaction evaluation oflocal governments social construction. By analyzing data of2000copies ofquestionnaires named social construction situation survey of10district cities(county-level cities) in Chengdu in2010, the paper builds the model by usingstructural equation modeling, re-tests the model and determines the satisfactionindex weight, then carries out empirical studies towards performance satisfaction ofsocial construction, yields ranking results, analyzes relevant factors that influencethe level of social construction satisfaction and comes to the some evaluationconclusions. Level2is the objective performance measurement: the AHP model andempirical studies. The paper determines importance degree of objective indictors byconsulting experts and builds the hierarchical structure model and determinesindictors weight by analytic hierarchy process. The paper analyzes the data of10district cities (county-level cities) in Chengdu from2001to2010, carries outempirical studies on objective performances of social construction, yields rankingresults and analyzes relevant factors that influence the level of objective performanceof social construction. Meanwhile, by comparing the subjective performancemeasurement with the objective performance measurement, the paper concludes thatthe two above complement each other quite well. (4) The paper proposes a valid mechanism for optimizing performance evaluationof local governments social construction. Optimizing performance evaluation oflocal governments social construction can be realized by transforming performanceconcepts of governments, building the government-market-society pattern, a grandnew governance pattern, improving the performance evaluation system, building thesafeguard mechanism and enhancing basic preparation work that can improve thelevel of social construction performance of governments and social construction.The paper puts forward a comparatively scientific, systematic and rationaleperformance evaluation system of local governments social construction thatprovide theoretic references for improving management mechanism reform andperformance evaluation of social construction of our governments. Publicsatisfaction is introduced into this paper which complements with objectiveperformance measurement quite well that presents new views and new angles for theperformance evaluation of governments. These exploratory studies providenecessary theoretic and practical supports for carrying out and implementing"carrying out comprehensive evaluation methods earnestly… setting leaders socialconstruction performance as evaluation content", setting up a correct standpoint ofperformance and helping to develop economy and society in a coordinate way.
