The Reseach Of Performance Evaluation Of Local Government Urban Construction

Local government performance evaluation of urban construction refers that the urban construction department of local government or other evaluation subjects, evaluating the work of urban construction department with scientific standard, method and procedure to scientifically judge the outstanding achievements of urban construction department and further to guide the working behavior of department staff. Nowadays the science of management, economics and other relative theories is improved continuously, and the evaluation experience has been enriched continuously both at home and abroad, all these beneficial conditions supply solid foundations for Chinese local government performance evaluation in urban construction.Since its establishment, Shuozhou City has made notable achievements in economic construction, but its urban construction management and related services are relatively backward. As to the urban construction evaluation aspect, the backward specifically profoundly manifested as low-degree of public participation, old methods, etc. In this situation, it is very necessary to select a new evaluation way to judge the urban construction achievement of Shuozhou City. Meanwhile, there is a new effective way of evaluating performance achievement, whose specific operation is as follows:basing on carding the existed evaluation theory and practice of government achievement, applying the standardized research and questionnaire methods, evaluator firstly manages to build corresponding evaluation index with analytic hierarchy process, and then comprehensively calculate the achievement results with reasonable methods. Basing these, the author adopts this method to study local government performance evaluation when taking the urban construction of Shuozhou City as the research object. In the process of analysis, to build the urban construction index system which can participate by the public, the author performs the analysis through the third-party organization. As a result, this thesis illustrates the local government performance evaluation in urban construction form a new viewpoint, which can cover the previous evaluation shortage in urban construction and set a good example for local government performance evaluation in urban construction. The whole thesis is divided into four parts, excluding the parties of introduction and conclusion.In the first part, the author put forward the theoretical basis, value orientation and practice reference for building the performance evaluation theory of urban construction after referring the related theory and practice experience of local government performance evaluation. In the second part, the author analyzed Shuozhou City's present state of performance evaluation in urban construction, finding out the barriers for Shuozhou City's performance evaluation in urban construction and proving the necessity of rebuilding the performance evaluation system. In the third part, the author proposed a specific scheme of building the performance evaluation for urban construction in Shuozhou City, and elaborated the related factors, modes, methods, index system, index weight assignment and calculation, and finally got the conclusion on Shuozhou City's performance evaluation in urban construction; In the fourth part, on the basis of analyzing the above conclusion, the author reconsidered local government performance evaluation in urban construction, hoping supply useful suggestion and countermeasure to Chinese local government for urban construction.
