Hegemony problem has been the core issues in the field of the international political theory and practice .in the long development process of the international community,in spite of the different forms,political hegemony has existed and deeply affects almost all international relations. After The human society entering the information era,with the development of the times,international political hegemony produced fundamental change on power base,function and so on. The impaction on the international politics is huge different from the pre-information era. A systematic theoretical analysis on the development characteristics of the international political hegemony and its influence to the international political issues in the information era has the important theory significance and the practice value.Basing on the analysis and interpretation of the information era,hegemony, international political hegemony and other related concepts, this paper analysis the International political hegemony power source, development characteristics and the effect to the system of international relations in the information era. Then this paper will explorate of the other countries coping strategies and development mode to the international political hegemony in the information era, basing on analysis and prediction on the development of the international political hegemony. The main contents of the paper:The first part analyzes the power source of International political hegemony from a historical perspective, and proposes the basic point that the power source and the basis of international political hegemony is high-tech knowledge in the information age. Then systematically discuss the important role of the high-tech knowledge in the formation, operation and evolution of International political hegemony.The second part interprets the establishment and the main forms of international political hegemony "Legitimacy" in the information era, reveals its function and influence in the international political life.The third part analyzes the function and influence of the international political hegemony to the construction and development of the international relations system in the information era. The international political hegemony plays Important role in promoting the development of the"Unipolar leading, more powers-existence"system, and palys a function in maintaining the stability of the international relations system.The forth part investigates the basic trends of the International political hegemony in the case of international political forces pluralism developing and the political hegemony of international facing the direct or potential challenges, and points that the International political hegemony's leading role in the whole world will not change fundamentally in a short time, although international political hegemony showed a certain degree decline and the weakening is it's inevitable trend.The fifth part thinks and explores the other non-hegemonic countries'response strategy to the international political hegemony, in the case that the hegemonic force is too strong and the balancing force is relatively limited. The other non-hegemonic countries should understand the characteristics , basic rules and its historical status in the international political life of the international political hegemony in the information era rationally, regulate the international political hegemony in the process of upgrading comprehensive national relying on high-tech knowledge, change the dependence and the trend from the international political hegemony with the broad participation, cooperation and the construction of multilateral security mechanism, then realize the balance to the international political hegemony.
