On the one hand, it promotes the progress of public services; On the other hand it also inevitably produce a variety of social conflicts, in order to avoid large-scale whole community unrest, it needs public welfare, which is a platform gathering a certain social resources, to achieve social assistance.. The public welfare is an important supplement of the social security, becomes public service system with the social security system.In such a special historical period, the paper in a district of Beijing residents for the survey, is through questionnaires and literature and other methods to describe the participation in public welfare activities and depth analyze the factors that affect the residents regularly participation of public welfare activities, reasonable and feasible measures and recommendations on improving the residents of public participation are put up.On the basis of the description of the situation of residents to participate in public welfare activities, it takes use of literature review, questionnaire survey and statistical analysis to study factors that affect public welfare participation, which is the key, to improve participation.Logistic regression analysis shows that, the level of education, economic income, social cognition, outcome expectancy, participation forms, public welfare capacity, the activities of the organization, information opening and transparent, laws and regulations etc. According to the data analysis of the conclusions, I will put forward some reasonable and feasible measures.
