Study On The Development Of Deliberative Democracy With Chinese Characteristics

The Chinese People's Political Consultative Conference (CPPCC) is the main carrier and form of deliberative democracy with Chinese characteristics, which is one of the two basic forms of socialist democracy with Chinese characteristics. Based on the comparative analysis of connotations, practical forms and basic characteristics between deliberative democracy with Chinese characteristics and the western deliberative democracy, the dissertation explicitly states that the theoretical bases of deliberative democracy with Chinese characteristics are three major Marxism theories (i.e., the theory of Marxist political party, the united front theory and the democratic theory) and the "harmony and integration" concept in traditional Chinese culture, and its practical form and carrier is the CPPCC. Based on the above argument, the dissertation traces the development process of deliberative democracy with Chinese characteristics and explores the law of its development.This dissertation studies the CPPCC practice of deliberative democracy from three aspects: First, the deliberative democracy in CPPCC's performing its duties (political consultation, democratic supervision and political participation); second, the deliberative democracy in the building of the CPPCC; third, the deliberative democracy in the Party leadership of the CPPCC. Exploring the development of deliberative democracy with Chinese characteristics, the dissertation gains further extension of the function and role of deliberative democracy with Chinese characteristics, and it draws the conclusion that the development of deliberative democracy with Chinese characteristics possesses significance to the development of China's socialist democratic political development. Focusing on the direction of deliberative democracy with Chinese characteristics, the dissertation puts forward that the emphasis on the development of deliberative democracy on the basis of the traditional political realm is to strengthen the CPPCC construction, cultivate deliberative democracy within the Party and continue to expand in the form of deliberative democracy in practice, such as the vigorous development of grass-roots consultation, active promotion of the social negotiation and wide use of network consultation.In a word, the dissertation is a theoretical, historical and systematic analysis of deliberative democracy with Chinese characteristics, which is beneficial to enrich the deliberative democracy theory and expand deliberative democracy practice.This dissertation points out that, since its establishment, the People's Political Consultative Conference began the practice of deliberative democracy and it has witnessed great development both in theoretical studies and practical work in recent years, especially the formation of some empirical knowledge which is summarized in the article. It also illustrates that the guiding ideology deliberative democracy with Chinese characteristics is Marxism with Chinese characteristics, the development of intrinsic motivation is the practice of socialist construction with Chinese characteristics, the political guarantee is the powerful leadership of the Communist Party of China, the institutional framework is the socialist Constitution and relevant laws and the scientific goal is institutionalization, standardization and routinization.
