Research On Religious Issues And Strategies In Perspective Of Ruling Security

As a country with multi-nations and multi-religions, religion has historically been a problem for China to tackle in order to maintain national integrity, unity, social stability, territorial integrity and ruling position. In the present age in China, religion is, as a subsystem in society, closely tied up with CPC's ruling security. President Hu Jintao once pointed out that currently China faces the difficult situation in which peace and development are being endangered by traditional and non-traditional factors reciprocally."How to understand and resolve the religion issues is closely related with the overall situation of the party and the state, with social harmony and stability, with the progress of an all-around development of well-off society, and with the development of socialism with Chinese characteristics." Therefore, in the contemporary time when there is a rapid pace in carrying out reform and opening up, when there are dramatic changes in economic restruction and redistribution, in social structure and in ideological thinking, when China is still in its elementary stage of social development, the positive and negative influence which religion exert on the ruling safety of the Party cannot be neglected. It is natural that when it is adapted to the development of the society, religion can play a positive role in promoting social development. However, it is possible that it will also bring about disputes and conflicts and thus exerting a negative role. It can be a double-edged sword. Therefore, to have a thorough study of the religion issues in China from the perspective of safeguarding ruling security is a question that we cannot avoid in order to understand the law of the ruling party, a vital question of realistic and theoretical significance which is closely related to the future development of the ruling party, as well as an overall strategic question that demands careful study and resolvement with all our efforts.To begin with, this paper elaborates on the status quo of the domestic and foreign research on ruling safety and religion, and then scientifically explains the great theoretical and realistic significance of the present research. It then moves on to give ascientific definition about the relevant terms on ruling safety, a detailed analysis of the implication of ruling safety and an interpretation of theories on ruling safety relevant of religious issues based on the existing achievements made by the academic community. This paper provides a systematic summarization of the new changes of religion in modern China:the development of religion becomes more secularized, with its social influence ever-widening; secondly, religion achieves fast development, with its practitioners ever-increasing; thirdly, religion issues become more complicated, with its international influence ever-prominent. Meanwhile, the new challenges brought by the new changes in tackling religious issues and maintaining ruling safety are listed. It then delves into a scientific analysis on the nature, function and social effect of religion under the guidance of the religion theory of Marxism. It also expounds systematically on the Chinization of the religion theory of Marxism. This paper also makes a further study of the development of religion in traditional Chinese society by taking into account the perspective of history and culture while sticking to the principle of a combination of history and reality. The conclusions of this paper are drawn based on history, and the comment made in this paper benefits from history as well. Diachronically, the experience of success and failure in handling religious issues in different countries is analyzed. Synchronically, the arduous exploration and experiences in handling religion issues by our three-generation leadership since the founding of the People's Republic of China is fully summarized according to the development of history. Finally, this paper concludes that to safeguard ruling security in China, it is necessary to handle the religion issues through guiding our work with the outlook of scientific development when confronted with the new challenges. It consists mainly of three parts:firstly, ways of administration towards religion issues should be improved theoretically and practically; secondly, the nature of religion-related work should be correctly understood; thirdly, the research and treatment of religion issues should be conducted by pooling the resources of the whole party, that is, the religion-related work should be in full control of the CPC and should be integrated into the following five parts, namely the construction material progress, political civilization, ideological civilization, ecological civilization and a harmonious society.
