Research On Optimization Of Customs Declaration Management Based On New Public Service Theory

As the cornerstone of customs clearance management,declaration management is one of the links most closely related to the interests of enterprises in inbound and outbound customs clearance.In recent years,the international situation has undergone sudden changes and the external environment has undergone significant changes.At present,the expectation of enterprises to further improve the facilitation of foreign trade and the need to optimize the business environment through the reform of "delegating power,administration and service" have put forward higher requirements for customs declaration management.Under the background of the transformation of customs functions from supervision to service,it is an urgent task for us to combine the functions of supervision and service and do a good job in customs declaration management.From the perspective of public management,combined with domestic and foreign research status and actual work,this paper takes H Customs as an example to discuss the existing deficiencies of customs declaration management,and puts forward an optimization plan through analysis and research.Based on the criticism and transcendence of the new public management,the new public service theory,which pays more attention to the public interests,has brought profound inspiration to the current service-oriented customs reform.This paper introduces the status of H customs declaration management,declaration management problems and the insufficiency,through the research and analysis,existing in the H customs declaration management are weak,the pursuit of "public interest" consensus "public service" imperfect consciousness to strengthen,responsibility consciousness,less than the four types of problems of people’s rights and interests.This paper mainly uses literature research method,field research method and case analysis method to carry out the discussion,with service-oriented customs and new public service theory as the thinking support,through literature research,case analysis,etc.,to find the crux of the problem in THE declaration management of H customs,to lay a solid theoretical foundation for optimizing the declaration management.In this paper,the study found that in the H customs declaration management in the public interest,public service,responsibility consciousness and people’s rights and interests are optimized in aspects of space,and combined with H customs clearance management actual situation proposed to supply the public interests,perfect service system,and carries out the responsibility management,to strengthen the safeguard the rights and interests of the people’s government and feasible countermeasure,It aims to improve H customs declaration management ability,service level and social satisfaction.At the same time,it is expected to have reference value for other subordinate customs in the customs area to improve the declaration management level and deepen the reform of service-oriented customs.It also provides decision-making basis for the improvement of the public service capacity and level of customs,and has positive significance for strengthening the construction of service-oriented customs in the whole system.
