Study On International Competitiveness Of Animal Husbandry In China

China is moving into the period of the third step strategy and the tenth five-year plan development. And the new century makes China new chances and challenges due to China's WTO access, joining into economic globalization. No doubt, Chinese animal husbandry, which has experienced a rapid growth for more than 20 years since reform and opening-up with a significant increase of livestock GDP value and has taken a greater place in animal production, also faces such chances and challenges.The goal to study on the international competitiveness of Chinese animal husbandry is trying to answer such questions as how to face the new domestic and international economic environments, identify available advantages from domestic and international resources, explore potential domestic and international markets in order to accelerate Chinese animal husbandry to develop into a bigger and stronger industry and increase its inter-industrial competitiveness under various domestic chances and increase its international competitiveness under various international chances, in the transformation stage of economic development, from planning economy to market-oriented economy, from quantity-oriented to quality-oriented development and from close protection-typed to open liberalization-typed operation.In order to increase the international competitiveness of animal husbandry in China, the first thing to do is to identify and evaluate, scientifically and reasonably, the situations and trends of animal husbandry development in China and in the world and the comparative rankings and comparative advantages of Chinese animal husbandry in the world. The theories on comparative advantage and international competitiveness makes possible such identification and evaluation. There are various methods to measure comparative advantage, including the resource cost coefficient that measures from the production angle and the recent comparative advantage(RCA) that measures from the trade angle. The measurement method of international competitiveness is based on the measurement of comparative advantage. And the evaluation is made integrated-ly and completely through the integrated index system. On the basis of introducing the competitiveness theories and its evaluation methods, this paper established a set of improved theories and methods for the study issue. It defines the ranges to study the animal husbandry competitiveness and explains its theoretical intents in the various views of general competitiveness, department competitiveness, product competitiveness, regional competitiveness and backward industry competitiveness in animal husbandry. The measurement method and evaluation system of international competitiveness in animal husbandry, the method of comparative advantage and the method of integrated factors, are put forwards.Since China joined the WTO, the studies about international competitiveness of animal husbandry as an advantageous industry in China drew many Chinese economists' interest. However, the studies in these areas were done mainly at the level of product competitiveness, especially in the concerns about how to face WTO access. Since the knowledge of WTO rules has been missed long time and the transparency ofthe related information the study needs is poor due to the organization and management system barriers, many previous studies were of cause hard to deeply and completely analyze the international competitiveness of departments, industries, regions and backward industries, hard to figure out the nature of the problems or issues and to put forward right and feasible strategy options. As to the study on the increase of the husbandry international competitiveness in all ways, there are few reports.
