In a background featuring in changing of today, this article StartS off on a newway to explore topics on Industrial OrghaZation. By questioinng some view-pointsof the main-stream IO theory doubting the current strUcbe-oriented train ofthought in induStrial policy making in China, and absorbing ideas from diversifiedacademic fields, the auhor has put forward an integrated analytical framework, thatis, the Evollltionare Theory of Industrial Organization.Based on this brand new theoretic framework, an indusny is viewed as aneconomical system, which is made uP frOm firms. The systematic evolotion is amixed process of selforgaIilzation and carefully desighng. Thanks for the lendngability of mankind, the evoluton of industrial orghaZations is qulte different frommechamcal systems or fiatUIal ecosyStems. It's an accUInulative process shaPed bythree:key mechedsms, i.e., vedation, selection, and reteIltion. Ddring theevolutionary processes there is a conunon base for decision mdeng of adaPtiverationality, instead of the so-called maximization rationality. Environmental factorsare then handled as fatal variables in analysis of industrial orgainzation.Environmental analysis itSelf acts an imPota role in the new iniegrated framework.The dynamic adaPtaion of an industrial system to environmental changes make uPits life-cycles, which is driven by an imbedded motive system. inside thessub-system, technologic and instboional innovations are the most essential drivingfOrces. We can find clues of the evolution by Watching industrial developmentmodels continuously being rePlaced by new ones, and every evolutionary Stage has aconcentrated display on oreaniZational fOrm. A new form of web-based business3ecosystem indicates the evolution of industrial organizations stepping into a new time. According to the above framework, this article argues to have a corresponding transfer from the structure-oriented train to evolutionary process-focused thinking in policy making.The study contributes to highlight the following points of view: (1) by proposing a brand new analytical framework, this article concentrates a lot on environmental constraints and real processes of the evolution of industrial organizations. (2) using a set of new concepts to form a analytical base, such as adaptive rationality, technological and institutional paradigm transfer, and the web-based ecosystem, etc. (3) having a different interpretation on mechanisms of industrial organization, i.e., describing the evolution by variation, selection, retention, and a imbedded motive system featuring in technological and institutional innovation. (4) applying a new evaluation system to manifest the state of environmental adaptation of industrial organizations.
