Through the investigations and paper researches, the paper analyzes the development problems and sums up its causes. At the same time, through the reference to the development experience of agricultural industrial organization in United States, Japan and Germany the author find some leadingFinally, under principle of the maximum promote and minimum limit, principle of balance and harmony and principle of state regulation moderation, the paper perfect the promoting legal system which includes the support legal system, balance and harmony legal system and competition and sustainable development legal system such as distribution, brand construction, agglomeration development. The paper also constructs the interest coupling system which includes benefit distribution system, interest coordination system and the interests safeguard system and supervision legal system which contains internal supervision, external supervision and parallel supervision.
