What kind of ruling party we should build and how to build it is a pressing task in the modern socialist practices. Deepening the cognition of the general laws of constructing the ruling party is a significant theoretical proposition facing all the Marxists.The communist past is traced back to 85 years ago when Soviet Union,the first socialist country,was born,which witnessed both the glorious achievements and radical changes. On the whole,the ruling party mold of Soviet Union was the first one in the history of the world communist movement. With the socialist expansion,it has become a model for the ruling party building of the other socialist counterparts. If we look back on its earlier stage,it will be easy to note that the party building mold during its reign is not a mere continuation of that during its revolutionary period. Thus we are faced with a sharp and profound question,that is,can the mold of ruling party building bom out of the revolutionary period be a constant and efficient satisfaction and support of the needs for the ruling?History and reality have altogether testified that,after over 80 years since its foundation,the Chinese Communist Party (CPC) has arrived at a turning point in its ruling course,that is,on the basis of summing up the experiences and lessons gained from the process of constructing the ruling party,a breakthrough shall be made at both theoretical and practical levels,new way of thinking concerning summarization,new pattern of policy contrivance and new operation scheme shall be put forward so as to enter a new phase in which the ruling party in the socialist country can enjoy prolonged peace and political stability.With the mold transformation of building the ruling party as its motif,the thesis focuses on the comparative study between the construction practices of the ruling parties in the former Soviet Union and East European countries and those of the ruling party in China. Through the comparative study of the misgovemment and fall of the former and the rise of the later,the author intends to discover several laws concerning the ruling party building,which might be of some academic and practical values so asto enlighten us in our rational thinking and academic investigation.The thesis is divided into eight chapters in two parts.The first part takes the historical period from the reign of the communist parties in Soviet Union and Eastern European countries to their fall as its object for analysis.For a long time,there is a lack of vigilance and preparation for the loss of the ruling power in their theories and practices. However,the relentless loss occurred by chance,which shocked all the Marxists and compelled them to have a second thought of the ruling law of the communist party. The communists soon realized the inevitability of the loss,which was actually resulted from the accumulation and sudden eruption of the dangers hidden in the communist reign of those countries. From those past negligences and mistakes,we may discover the fundamental causes for the loss. It is the vicious aggravation and interaction of the various negative factors that brought about the cataclysm and ruined the fruits of the socialist development throughout the dozens of years. A rather comprehensive summary can be made about the experiences and lessons drawn from the great change. It is in this sense that the author of the thesis firmly believes that the painful lessons can turn out to be precious spiritual wealth of the world socialist movement.The inner logic throughout the first part is:the content concerning the ruling party construction in socialist countries including government ruling and party building,the dual failures of the ruling parties in the former Soviet Union and East European countries in terms of ruling mold and party building mold,and the general rule that syndrome of misgovernment and fall of the ruling party usually befalls during the social crisis.Chapter One has made an analysis of the critical situation that occurred in the later ruling period of...
