It is not only importantly theoretical frontiers, but also, along globality process as a whole, commonly being faced with and great historical challenge for states' government and people, especially, to those which in "system transformation" that rule's formation and efficacy and evolution, and order's maintenance and reshaping and spread, and social network's description, reassemble and ensemble. At the moment, there are most reductionism's method as in the mentioned researches above, i.e., investigating rule's game and order's change by based on main trend theory's frame, utilizing linearization model and in established ways of rule and order. Therefore, which are not very enough for reflecting the real complexity process and, lively and not clausal characteristics of rule's formation and order's spread. This paper starts from meta-rule, and points out new concepts, views and methods through applying interdisciplinary methods, and joining fact examples and examples of case concerned for penetratively and systemtically studying rule's forming, changing and affecting, and order's reshaping and spreading, and their social environments.Firstly, defining interdisciplinary researches line based on meta-rule, and describing and analyzing rule's forming and order's spreading from the point of view of social network, and no the fashionable way of, only talking rule, order and institution, linking them with economic activities and conduct, and analyzing and inquiring them. This paper regards modern society as both organizing times and forming network interaction era among multi-system of social organizations, thus knowing individual's motive and behavior not enough to understand rule's forming-developing mechanism and process. Network is key media of cause and effect's linkage to turn .individual's action into total typicality. So, it is necessity to do socialization analyses for rule.Secondly, on rule's forming oriented constitutional significance, the paper explains that all of the evolutional reason, constructive reason and multi-center theory and so on have their non-fungible guiding functions on varying layers of modern social rule's forming and order's arrangement; and following the example of complexity and the networking characteristic of "system transformation", the paper also analyzes the limitations of "antithetical" model of cognition, i.e., the way of observing things and solving questions by "if not this and certainly that", and "curbing this and raising that".Thirdly, the paper analyzes dynamic process, interaction and complexification of rule's identification and transaction's rule in the environment of network society and information spatialization, and points out there being network's phenomenon of phase transformation, i.e., individual's optimum efficiency in the unrestrained competitive environments is no even more than that in the restricted competition of cooperative relationship. Which has again proved the old proverb of "the whole is more than the sum of parts". In this way, both "civil society" and government become the necessitous and non-substitutive roles in the social development and progress.Fourthly, the paper points out that, in the networking environment of society, the effective way of rule's formation and order's spread for being able to produce freedom, fortune and happiness and stabilization for persons is to construct good and hypertextuality learning environment of organization, i.e., organically combining "niche spontaneousness" and organizational bestowal power and compellable function. Social course of development states clearly: rule's function of coercion is a dynamic of historic spontaneity to promote social progress.
