| Directed by the basic theory of Marxism, Deng Xiaoping theory and the thoughts of the "Three Represents" , and based on the concepts on practice and concept on development and the requirement of the construction of agriculture extension discipline and the development of extension practice, the author of this paper studied the theory and practices of agriculture extension both abroad and at home, summarized the development and evolution of agro-extension of typical countries such as United States, United Kingdom, France, Japan, Germany, Denmark and India, traced down the characteristics and the history of agricultural extension activities in ancient and modern China. The author analyzed the new characters of agriculture and rural development at the new stage of constructing overall well-off socialist modern society, studied the concepts, system, methods of agriculture extension under the circumstance of joining WTO, agriculture structure adjustment and new sci-tech revolution, proposed that we should be geared to the needs of market and farmer, and clearly define the function of government, enterprises, association and society, and cogitate and reform our extension system in the view point of whole world. The author also analyzed the difference and relationship of the basic concepts of narrow-sense extension, broad-sense extension, modern extension and Chinese-character extension, agro-technical development, rural development, rural education, agro-science and technology transfer, agro-business integration and rural social service, re-cogitated the basic principle of agriculture renovation and spread, agriculture sci-tech transfer, farmer behavior, agriculture development, it is believed that the principle of agriculture renovation and spread is the basic theory of agriculture extension, agriculture sci-tech transfer theory is an unique theory of agriculture extension in China and the theory of farmer behavior mainly relate to the rate of farmer' s adoption to the renovation, and the theory of agriculture development mainly solves the problems for effective exchange and communication among the three branch systems of agriculture research, agriculture extension and farmers. In addition, the author also analyzed the current situation and problems of the national agriculture extension system, proposed that at the new stage we should reform the national agriculture extension system to strengthen its consultation service function by means of information management, to establish learning-oriented agriculture extension team by means of knowledge management, set up demonstration farm and new and high-tech gardenwith corporation management, to fulfill the task of public welfare of the extension department given by government and to promote the cooperation with none-governmental extension organization to renovate the extension mechanism relying on theory of sustainable development. The education function of agriculture extension is analyzed in the news, it is believed that education plays important roles such as remedy, substitution and supplement etc in developing rural human resources. At present, the objects of agriculture education mainly includes rural leaders, rural entrepreneur, rural technicians and their supporting staff, demonstration farmer householders, specialized householders, rural women and off-farming rural labor. The development of service-oriented extension was proposed, and the specific contents and methods of agriculture extension for agro-business integration and social service were put forward. The position of extension discipline and its study objects were determined in this paper, it is believed that agriculture extension is a applied and practical science, and is a subject studying the laws and methods as how to quickly spread the agriculture renovation technology to the rural areas and to the farmer.
