Sino-US trade relations is China's most important and complicated bilateral relations. After China's WTO accession, great changes have taken place to China's trade environment, with the bilateral trade relations expanding to a multilateral scenario, and integrated into the world multilateral trading system.Changes in the background affect Sino-US trade relations deeply, on one hand, the original hot points and problems in bilateral trade relations do not exist, or change a lot; on the other hand, new issues and phenomena emerge, which put forward the follow questions: how does WTO accession affect Sino-US trade relations? To what extent do we have to make changes in China's foreign trade strategy toward US? And what are the goals and tasks of China's foreign trade strategy toward US?In this thesis, we first analyze the two countries foreign trade management systems, development and existing issues in bilateral trade and investment, and the importance of bilateral trade to both countries. And then we analyze in detail the effects of WTO accession on trade in goods and services, investment and intellectual property protection. At last, the goals and tasks of our foreign trade strategy are put forward. This article warns in the research of our trade strategy toward US from two errors, one is to only seek to make the full use of staticcomparative advantages and be satisfied with exporting labour-intensive products and importing capital and tech-intensives; the other is to neglect the fundamental motive of bilateral trade, with expanding export and attracting FDI as the only purpose. Finally the thesis brings forward the goals and tasks of foreign trade strategy toward US. The goal of trade strategy is to establish and strengthen the long-term dynamic comparative advantages of our industries. There are four strategy tasks: (i) together with FDI inflows, to introduce into China US high techs to establish the core competitiveness of our long-term dynamic comparative advantages; (ii) to vigorously enhance the development of Sino-US trade in services; (iii) to set up regional economic blocs, diversify our export market, lessen the dependence on US market and improve the ability to confront US economic sanctions; (iv) to develop a competitive and cooperative relationship with US under the WTO circumstances. This thesis can be divided into four parts. Part one discusses the background, purpose, significance and the structure.Part two discusses both countries foreign trade systems and the development of bilateral trade. In this part, we first talk about China's tariff system, license and quota management before the WTO accession, and analyze China's foreign trade reform orientation. And we discuss US foreign trade management regime, and the relationship between US and GATT/WTO. Then we analyze the development history and status quo of Sino-US trade relations. And at last we discuss the existing issues in bilateral trade before China's WTO accession, including trade imbalance, MFN, intellectual property rights and trade control.Part three analyzes the effects of WTO accession on bilateral trade in goods and services, investment and intellectual property rights. In part four we first analyze the prospects of bilateral trade after China's WTO accession, and the dynamic factors influencing bilateral trade in the future. And in the last chapter, we clarify three misunderstandings in export, investment and comparative advantages, and put forward our trade strategy toward US after the WTO accession.
