To develop small towns is not only connected with many contradictory issues of the economic and social development in rural, but also involved in national grand policies and systems, and so on, small towns is now becoming a stratagem of the economic and social development in China. On the basis of cognition about small towns development, a growth model and a optimal model of urbanization were set up. Urbanization macro characteristic was evaluated. The dissertation set up the model for evaluating development of town in China, and the appraisal theory and method of small town was renewed. The development states of towns in 10 different provinces are evaluated by multilayer and multigoal method. At last, the Countermeasures were put forward by dynamical factor analysis of development in small towns.For the first time, a growth model of urbanization was modified by use of the new data those derived from the Fifth Census. The outcome indicated that the urbanization had entered into speedup period since 1979, and will enter into autumn period in 2028. Compared with other nations, the growth model of urbanization in China was closed to Japan's and America's. So, the paper suggested that our country should simulate the centralized-control model of Japan and should study the programming experience of America.From the point of view of Social equality, a optimal model of urbanization was set up in the dissertation, and the optimal urbanization ratios in comparative Social equality were calculated. The results indicated that, the optimal urbanization ratio is 48.2 while the effect function which a fanner will hope is a half of townsman's, and that, the optimal urbanization ratio is 52.9 while the effect function which a farmer will hope is as 60% as townsman's, i.e. The urbanization will enter into autumn period while the effect function which a fanner will hope is a half of townsman's.Some special indicators for evaluating the town construction and administer system are included which are different from the indicators for most of the other areas, the model for evaluating development of town in China was set up in the dissertation. And the appraisal theory, technique and method of small town were renewed. On the basis analysis for a great deal of data, the development states of towns in 10 different provinces are evaluated by multilayer and multigoal method. Case study indicated that, the developed towns are mostly located in the east of China or in those towns with large state-enterprises. That the results were consisted with the facts indicated the model for evaluating development of town in China is scientific and rational.A Stackelberg game model was set up in the dissertation to analyze the investments on Infrastructure construction of towns. The analysis gave out the optimum tactics of all the players. That is, the more cost of Infrastructure, the less capital that government and other player invest on the town. In addition to, the Infrastructure development of the towns is highly related to the local economic development. Thereby, to invest with many ways is one of the Countermeasures.At last, the Countermeasures to develop small towns were put forward.
