The 21st century marks the parallel development of both economic globalization and regionalization . Traditional economics could no longer offer satisfactory explanation to these conflicting phenomena . The theory of clusters, as a new theory which traditionally explains the development of business enterprises and industries, comes in as a theoretical alternative and have been gaining more attention by mainstream economics. Until now, Western economics has not been able to provide an in depth, organic and unified explanation to . clusters . . This article attempts to expand the scope of the theory of clusters by applying the theory to the development of regional economic clusters, and to explain regionalism through an in depth, up to date approach. It also set up a preliminary model of reverse pyramid by using the clusters theories in the research of regional economy development . In China, The Changjiang River delta is regarded as a typical example of developing regional clusters. With Shanghai as the lead assisted by both Jiangsu and zhejiang provinces, 15 cities within the region has developed an interdependent network in terms of cooperation and backup. Compared with the theories of the clusters of regional econom y , the economies in the Changjiang River delta requires urgently the governmen t. s guidance and assistance as there are obvious shortcomings in network organization, founda tion, technological innovation, system construction and so on. Therefore, the author works hard to raise some comments and suggestions on how to push forward the development of the clusters of economy of the Changjiang River delta in this thesis.
