The form of state structure is an important aspect in the building of a country's state power, so every governing party would pay special attention to it. The CPC began to search for a suitable form of state structure for China shortly after its birth, thus it has accumulated abundant experience on this aspect, both theoretically and practically. This paper inspects and concludes the theories of the forms of state structure of CPC both systematically and comprehensively with the aim to establish its system and to serve the construction and consolidation of the people's democratic dictatorship of China.The non - monopoly federal system is the initial proposed form of state structure of the CPC. It is a special kind of federalism. Under this system, most part of China consists of "China the Main Campus (excluding Mongolia, Tibet and the Hui Region) , practicing the unitary system, and becomes the main body of the federal. Then it unites three minorities autonomies, that is, Mongolia, Tibet and the Hui Region and forms China Federal Republic, realizing the unification of the motherland. It differs form the power - divided - by minorities federalism practiced by the former Soviet Union and the power - divided - by - states federalism practiced by America. It is suggested for the purpose of the solution of the civil national problems and the arousal of the minorities fighting for their revolution so that the minority nationalities would be free from all kinds of privileges, and with the implement of the regional national autonomy the Chinese minority nationalities could no longer suffer from the aggression of the imperialism and the agony from the warlordism.After the break of the Anti - Japanese War, the civil national problem developed to the crucial point effecting the matter of survival or perish of China, so the proposal of the form of state structure of the CPC developed from the non - monopoly federalsystem into the Unitary system gradually with the regional national autonomy as its complement. That is, setting up autonomy in minority regions in order to realize the minorities' rights to self-determination and establish a united country with the aim to crush thoroughly the conspiracy of the imperialism's invasion, carvion up, dismemberment and splitting of China.The founding of the People's Republic of China symbolizes the actual establishment of the unitary system with the regional national autonomy as its complement, which is the choice of history. Since the founding of the People's Republic of China, the CPC and the people's government under its leadership, according to the needs of the development of the form of China's state structure, the relationship between the central and the regional and the distribution of the administrative areas, so as to promote the development and perfection of the form of state structure, also accumulation a series of characteristic historic experience.The great vitality has found fully expression in the regional national autonomy, which proves not only the success of the unitary system complemented by the regional national autonomy created by CPC as a new mode- solving the civil national problems in the socialist multinational country, but also the scientific understanding and application of this policy. The successful practice of the "one country, two systems" policy in HK and Macao, breaks through the conventional knowledge of the unitary system in many aspects. This policy is a creation, which could solve the unification of China under the circumstance of unitary system. The realization of China' s unification doesn' t necessarily rely on the federal system. The "One country, two systems" policy in the unitary system is bound to become the final mode in solving Taiwan issue.
