The Establishment And Characteristics Of Chinese Communist Party's National Regional Autonomy System

National regional autonomy is a basic policy of Chinese Communist Party (CCP) resolves our nationality problem. It is a basic political system of our nation. It is also one of the important contents, which developing social democracy politics and governing nation by law. By researching the establishment and characteristics of the national regional autonomy system may promote theoretical development of nationality and provide positive model for theory construction of our national regional autonomy.This article uses the method, which combines historical materialism and dialectical materialism to analyze system and proof the establishment and characteristics of CCP's national regional autonomy system.I dissert the process of establishment, analyze the reason of change, and demonstrate historical inevitability of CCP's national regional autonomy system. From three historical stages to discuss the process of establishment of national regional autonomy by claiming to practice federal system, acknowledge the right of national self-determination, finally to establish the national regional autonomy system. The article analyzes the reason of change from three main aspects. They are CCP's unceasingly mature, thorough exploration and well applying Chinese nationality problem and using Marxism-Leninism in China. The thesis proved its historical inevitability from historical basis, political foundation, theory foundation and realistic situation these four aspects.The thesis proves the characteristics of CCP's national regional autonomy system by contrasting Western multinational nation, which practices national autonomy or regional autonomy, and former Soviet Union implements federal system as well as CCP's national regional autonomy system. The characteristics are central unification and regional autonomy, national autonomy and regional autonomy, political factor and economic agent, historical factor and realistic factor organic synthesis. It has manifested our nation's national policy, which takes national equality as the basic principle and takes the common development prosperity as a basic goal.
