Land problem has been an important social and economic issue, which is shared by all countries throughout the world. In order to dispose of the problem, every country emphasizes the importance of land use planning. Land use plan, as a planning form to guide land use, is subject to the history background, the development demand of economic and society. As it is known, there are different planning models due to different development terms, planning goal and request. Take Wenzhou as example, which locates at Zhejiang Province that is a developed zone in China, this paper analysis the re-study and readjustment of land use plan. The main points of this paper go as follows.1. The paper summarizes the development of land use planning. It also appraises the land use plan in different phases and their theories. Furthermore, the paper makes a perspective on the trend of land use planning. Theory reunion, planning content generalization, planning means information, and land use plan participator diversification will appear in the future.2. The change mechanism of land use is different during different development course. And the high-speed economic development will arouse changes of land use. The paper makes empirical research on the mechanism of land use change from economic increase, industry structure transformation, high-speed development of industrialization and urbanization, population migration, technology advancement and institutions. With this research, the paper quarries the influence of land use changes during the high-speed economic development period on the superintendent, executors and enactors of land use plan. This paper brings up the train of land use plan thought. That is to say, the land use planning aims at the sustainable development of economy, society and environment; the goal of land use plan is brought up on the base of plan idea and the problems, which needed to be dissolved by plan. The achievement of land use planning is warranted by the make-up of land use plan and its enforcement, the land use plan should be dynamic and with elasticity; new technologies should be used in land use plan, the land plan should emphasize the environment benefit, collective decision should be adopted in land use plan, and the land use plan institution should be innovative.3. The land use system is complicated and dynamic. And the rapid changes of land use require the means and technology to be updated. The paper researches the application of the technology of RS, GPS, GIS and " 3S " integration technology in survey on land use change information inquiry, spatial data analysis, the scheme of land use plan ect. Finally, the land use plan information system is designed based on "3S" integration technology.4. In order to attain sustainable land use, it is necessary to conceive of the land arrangement and its layout macroscopically and to arrange land use strategically because of the high-speed economic development and society change. The paper gives an idea to land use stratagem research, which is used in the land use plan of Wenzhou city. The paper analyzes the advantage, disadvantage and circumscriptive factors of land use in Wenzhou city, and this paper broaches the strategic goal, key issues, progress and demarche of land use in Wenzhou city.5. The uncertainty is a basic characteristic of land use during the high-speed economic development, which means that it need a dynamic and elastic land use plan.
