Strengthening performance management of public sectors has been the trend of international administration reformation since 1980's. Building high performance organization has been paid more attention than ever. Up to now China has been the member of WTO and gone into the"back transition period". That economy management should obey the prescriptive rules puts forward new challenges for government's management styles, management systems and management abilities.Under the circumstance of some incentive theories being used in enterprises widely and successfully, it has been a vital way to carry on human resource management through incentive so as to improve the personnel's enthusiasm, creativity and administration performance.Focusing on government organization and its personnel, through analysis on the incentive actuality and consideration of our country's public sector, this article tries to develop incentive application scope in human resource management of public sectors. In the following, several incentive mechanisms are put forward according to advanced international experiences and the developing requirements of our country.
