Implementing the western development strategy to expedite development of the central and western regions is not only a major move taken by the Party Central Committee who takes a broad and long term view, but also the await of the Chinese people, particularly the people in the less developed western region. Construction and building drive occupies a very important position in the process of pushing the western development forward. It is one of basic works that realizing the existing differences between the eastern and western region, pursuing the orientation and breakthrough of the western development cause in terms of promoting the western development initiative.Firstly, the concept of the western region is clearly defined in this paper. In theory, the western region is regarded as a concept of economic region; however, it is generally defined as an administrative region in practice. Originally the western region includes southwest and northwest of China, but now it expands to Inner Mongolia and Guangxi autonomous region. This paper still refers to 10 provinces in northwest and southwest of China.Secondly, a large amount of data have been used in the paper to make a comparative analysis of gaps in a macro way between the west and the east and central area as well as reasons attributing to gaps in terms of social and economic development. As a result of the study, some conclusions have been made, including that there are no obvious differences between the west and the central area, but significant differences between the west and the east area, which is mainly duo to natural, social and historic factors. It is believed that the development of the western region is a long and tough job, which cannot be accomplished in a move.Thirdly, based on a comparative analysis of urbanization level, space density, municipal utilizes development, and a number of economic and technical data in property development and building industry in east, west and central China, it is concluded that there are tremendous differences in building industry between the west and the east area; gaps in urban and rural construction and development between the west and east area are embodied by urbanization level; construction and building industry occupies a protruding position in western economy, but industrial efficiency, technological and equipment level are weak links hindering further development andcompetition of the region; the extent to which the real estate market develops is a sever barrier to normal development of property industry in western region.Finally, based on above analysis and conclusions, it is proposed to adopt policies that are different with those in east region to promote the building industry in the western development process. It is strongly suggested that development of towns and villages in western area be speed up to enhance urbanization, more investment be injected in urban infrastructure development through preferential policies like transfer payment and tax adjustment etc.; economic benefits and equipment level in building industry be improved; real estate market be further developed and standardized.
