Empirical Study On The Theory Of Hi-Tech & New-Tech Achievements Transformation

This paper is an abstract of the empirical study on the theory of hi-tech and new-tech achievements transformation. The study has the following four goals. First, based on the rapid development trend of the global hi-tech and new-tech industry and aiming at the problem of the inefficient transformation of the hi-tech and new-tech achievements in China, the paper gives a thorough analysis of the supply-demand system, the planning system, the intermediary system, the incentive system as well as the competing system. Second, it summaries the general law of the hi-tech and new-tech achievements transformation in China and puts forward some theories and operating models for effectively accelerating the hi-tech and new-tech achievements transformation. Third, it puts forward an innovative system conducive for the hi-tech and new-tech achievements transformation. And fourth, it raises some policy proposals to facilitate the transformation of the hi-tech and new-tech achievements.I. Research FindingsThe paper has combined the methods of empirical analysis and normative analysis with qualitative and quantitative research. The main research findings are as follows. 1. The paper explores and distinguishes the main causes of the inefficient transformation of the national hi-tech and new-tech achievements. There exist many flaws in the national hi-tech and new-tech achievements transformation system resulting in the inefficient transformation. The main reasons are: first, there remains disadvantages in the research and development system of the hi-tech and new-tech achievements; second, scientific and technological resources are decentralized, repeated and inefficient; third, the hi-tech and new-tech achievements transformation is short of medial links; fourth, the hi-tech and new-tech achievements are short of innovations; fifth, the transformation system of hi-tech and new-tech achievements lacks innovation; sixth, there is fierce collision between intellectual property rights and capital property rights and relevant laws and regulations lag behind; seventh, the development of hi-tech and new-tech changes with each passingday while the risk of transforming achievements is rising; eighth, conditions supporting the hi-tech and new-tech achievements transformation are deficient; ninth, the inner impetus is not enough for the innovative capabilities of enterprises; and finally, there is some deviation in the policy of hi-tech and new-tech achievements transformation.2. The transformation of the hi-tech and new-tech achievements should avoid invalid and repetitive transformation and the valid transformation is the basis and premise of the achievements transformation. Economic globalization and scientific and technological globalization have brought about the division of labor as well as coordination of efforts, in which the major developed countries and developing countries in the world make research and development on hi-tech and new-tech and relevant industrial production. The hi-tech and new-tech achievements must merge with the cooperation system and only then can enjoy the achievements of labor division based on specialization, and rapidly fulfill the connection with international technology and economics, and avoid repetitive developments and invalid transformation.3. The operating system of the achievements transformation is embodied with the character of peculiarity and innovation. The pervasion of hi-tech and new-tech achievements, which is a special process of commodity circulation, is influenced and dominated by supply-demand system. At the same time, the planning system plays an important role in the achievements pervasion. The intermediary system plays a very important role in the process of pervasion. The incentive mechanism and competing mechanism are important supplemental to the supply-demand mechanism.
