| Being an economic functional zone,a Hi-Tech Industrial Development Zone(shortly Hi-Tech zone)is a product that China designs upon the integration of actual situation and the economic growing experience learned from the developed countries.As a scientific special zone under national structural reform and system design,the development of a Hi-Tech zone,basically depends on its management system.Generally,the existing management system is a result of a crash of the old and new structures,and the innovation of structural reform as well.It takes some 30 years of explores and practice,and possesses typical Chinese characteristics.Nowadays the management system comprises the abundant functions of a Hi-Tech zone,promotes the rapid development of economy,set an example of regional governance,and has become a symbiotic socio-economic phenomenon of economic development and social improvement.However,it inevitably exists some issues and problems which affect the development of the Hi-Tech zone.Currently the development of Hi-Tech zone is encountering a period of transformation from policy-drive to system-drive and facing various chances and challenges.The new era imperatively requires that a Hi-Tech zone enhances its systematic mechanism reforming innovation and pushes the transformation of management system for providing the institutional assurance and systematic support for the next development of Hi-Tech zone.In fact,the reform of public administration has become part of the new era,and the systematic transformation in Hi-Tech zone is happening in accordance under this background.The practice and the discovery make the reform even more interesting,and become a reversed force which triggers people thinking.The logical starting of thinking is “why to transform”,while the research on it is either in macro-narration,or too detailed,nor with systematic and clear answer.Therefore,this thesis tries to frame Hi-Tech zone as the researching object to analyze its management system,and focus on the dynamic process of transformation which was missing in the formally study.Following with the venation of “why to transform,what to transform and how to transform”,this thesis determines an analytical framework surrounding the management system reform as the research object,collates the history of local Hi-Tech zones in China,separates its development phases and summarize the characteristics of each phase.After answering “why to transform”,the logical step approaches automatically to “what to transform”.Through the case study in National Hi-Tech zone in Changzhou,this thesis refines the feasible experience from the value judgement upon the case,discover some findings from the comparison of Hi-Tech zone and regular district in structure,function and effects,and analyze the success and dilemma and the reasons,to define the answer of “what to transform”.About “how to transform”,as the key step,the thesis clarifies the aim and content of transformation through the influence factor analysis and extraction of variables,and constructs the path of Hi-Tech management systematic transformation in the background of new era when the public administration reform occurs,to realize final goal of the development of economy of whole country,and the improvement of the complete society.This thesis emphasizes at combination of theoretical study and experimental analysis,sticks to a complete view from macro,middle and micro levels,takes the scopes of political science and public administration science,and utilizes the theories of holistic governance,governmental function,and good governance as tools,to explain and evaluate the existing managemental dilemma and experience of Hi-Tech zones,based on that,thesis infers some counterplans which aims to be the references and feasible experiences of future sustainable development of all Hi-Tech zones in China in the background of the development of market economy and according to the objective regularity of Hi-Tech zone growth. |
