The development of sci-tech has its characteristics, so it needs the administrative power of sci-tech administrative organization to adjust and control various sci-tech businesses, which is related to social public welfare. The purpose is to install various sci-tech resources, promote the sci-tech business, raise the whole level of sci-tech, and realize the sci-tech target of country. Adjusting sci-tech administrative relation is the important function of sci-tech administrative law. According to the object, the system of administrative law could be divided into different section. Sci-tech administrative law is the specialization of administrative law in sci-tech area. Because the lack of research, the legislation is straggly in our country .Not only causes the whole lack of sci-tech administrative law, but also causes sci-tech administration having little valid basis.
