Human resource is the most precious and important treasure of a country. It is the key factor of development and a decisive one in the competition among the countries in the world now. The strategy of human resource has enjoyed the priority in every county's development, and the several administrations of our country all paid great attention to it. Deng Xiaoping brought forward a series of proposition as for this issue and Jiang Zemin continued and developed them. So does the new administration centered around Hu Jintao. The national conference on human resource held in Beijing in December 2003 put forward new, scientific and concrete claims, objectives and tasks for the issue, and it will guide us to promote science and technology and human resource strategy so as to develop our nation. Deng Xiaoping, Jiang Zemin and Hu Jintao all have their own ideology in the human resource issue: its status, function, cultivation, education, employment and management, etc. It is significant to have a systematic study of these leaders' ideology from the historical perspective as to enrich and develop the human resource theory in Marxism and to guide our country's human resource strategy. This article tries to have a systematic discussion, analysis and discovery of their ideology for human resource from the aspects such as the background information, the basic connotation, the fundamental characteristics, the main contents, the theories and practice, etc.
