In the early of 1990s, American Hammer and Champy advocated a fire-new management theory which is named business reengineering. This theory is focused on business process reengineering (BPR). It aims to break the pyramid-formed organizational structure based on the division of labor nowadays when industrialization and information are developed highly and to realize flat-formed organizational organization of production and research according to full view of BPR, so that enterprises can make full use of information technology to respond to the fast market change and consumer demands quickly, and improve competitiveness in international incorporation and to enhance business performance at large. Although business reengineering came from the west countries which have developed information technology, it is not far from corporations of our country. Chinese business reengineering has great significance in view of not only the changes of civil management model and management condition, but also the regulation of macro-policy and management innovation. Because our businesses are in particular condition in which macro-policy and micro-environment are different from foreign businesses, the study on our business reengineering has much more reality significance.The paper is based on the theories and methods relative to organizational transformation, transaction cost and principal agent. And the paper studies fully, systematically and deeply the implemental methods and policies of business reengineering according to the streamline of business culture rebuilding, organization reconstructing, process reengineering, resource conformity and management integration.The paper thinks business reengineering systematically, and points out that the premise of Chinese business reengineering is business culture reinventing, and points out that people should be active to change value rather than adopt it negatively.
