The conversion program of cropland to forest is one of the main ecological protection projects with the widest involvement of society and in particular the private sector. The successful implementation of the program not only can improve our environment, but also help to adjust the structure of the rural economy and in this way improve, to some extent, the livelihood of farmers. Many problems have been encountered during the implementation process of the program and this research has been carried out under conditions reflecting these difficulties. Based on an in-depth analysis of the history, policy design and operational modes of the program, the paper examines the current problems and their causes; as well, the effective management system and program modes have been studied and are presented.The paper is composed of nine chapters. Chapter one is an introduction which illustrates the requirements for and value of practical applications of the study of the management mechanism and describes the methodologies adopted in the research. Chapter two is concerned with some basic concepts and theories involved in this research. The third chapter is mainly about the development stages and correlated policies of the conversion program. Here the author analyzes and compares policies, the conditions under which these are implemented and the characteristics at each stage of the program and discusses the plan and concrete policies of the current program. Chapter four presents an overall summary of the conditions under which the program is implemented and discusses the background, requirements, impediments and effects of the on-going program and pointing out its characteristics as well as its current problems. In the fifth chapter the analysis of the operation of the conversion program from cropland to forest is presented, as well as other ecological programs, carried out abroad in order to gain some insight for the implementation of the program in our country. Chapter six consists of a comprehensive and critical analysis of the management of the program. The author holds the view that it is an ecological program in the interest of the public and its positive externalities belong in the public domain and should therefore be managed according to principles and methods of modern public management. Management of the program involves many stakeholders, often with conflicting purposes. In addition, this chapter also presents the difficulties and risks inherent in the program management. In chapter seven an analysis of the existing problems in the present management system is presented and posits that principles, such as People Oriented and others, should dictate the design of the management system of the program. In chapter eight, the author scrutinizes and compares the present management modes of the program. It is suggested that management modes which rely largely on the central government should derive from a macroscopic perspective while the main factors which influence the program management should be analyzed from a microscopic perspective. In light of these factors, four kinds of management modes are proposed. As well, the paper proposes external measures necessary to ensure effective operation of the management system and modes of the program. The last chapter comprises a basic conclusion and presents issues requiring further study.
