Since 1990s, internet's rapidly developing and prevailing in the world brings human into a completely new information network age. Internet is not only a media of creation and transmission, but also penetrates into human politics, economy, culture and every field of social life and plays an important role. It has a profound influence on political system of every country and civil politics, and also challenges the development of politics of our country. How to make use of the opportunities, reply to the challenge, drive the development of contemporary Chinese politics and construct the socialist political civilization, it is a new subject which the age puts forward for us. The dissertation will be divided into five parts to analyze and discuss the problem.The 1st section: the background of the cyberpolitics. Internet was originated from ARPAnet of USA, which is the biggest global computer web composed of many open and integrated sub-webs. As the nuclear technology of information times and one of the most significant inventions of 21st century, internet, with its rise and prevalence, not only brings forth the ultimate revolution of information transferring technology, but also gives birth to new economics and culture, triggers the dramatic changes at six aspects of human life, and thereby reshapes national economics, politics and sociology. With internet's penetrating into the political field raised cyberpolitics, which, based on the new medium of internet, denotes the social and political phenomena closely relevant to realistic society and is clearly characterized by combinations of individuality and integrity, vituality and reality, confidence and openness, equality and monopoly. As to its study, the foreign counterparts set on foot early, mainly including the methodological base of cyber-politics study, the network political issues and the relationship between web and realistic politics, whereas our study on it began rather late, found only on some magazines occasionally, mainly discussing web's influence on government administration, cyber-democracy and the relationship between different countries. Internet influences every aspect of political development, which includes political process, political power, political relation, national sovereignty, official management, political participation and political culture. Furthermore, with the constant development of internet, the impact is deeper and deeper.The 2^nd section : the positive effect to the political development. Firstly, internet impelsthe rise and development of electronic affairs in our country. At the same time, it makes the official management of our country change deeply and brings the change of official function from the past management mainly to the present service mainly. The work efficiency of the government is improved largely. The official decision-making is much more scientized and democratized. The publicity of government affair is bright and the government expenditure is economic. Secondly, internet pioneers the new approach in which our citizens participate in politics. Because of the equality, opening and dummy, internet inspires the enthusiasm and improves the ability and widens the channel of our citizens who participates in politics. Therefore, it has become an important place where more and more people know about political information; where they publish personal political opinion; where they participate in discussing all kinds of political topic; where they form public opinion; where they participate in making official policy. It greatly enriches the form which our citizens participate in politics and push the enlargement of the political participation. Thirdly, network cultivates and develops the democracy culture of our country. It has become a carrier which spreads our socialist democracy culture more rapidly, more conveniently, more efficiently. At the same time, it promotes the communication of political culture between China and foreign countries and drives the construction and innovation of our socialist political culture.The 3rd section: the challenge to our political development that goes with information webs' prevalence. Four aspects are analyzed, one of which is the challenge to our E-government construction. Safety is the reason and foundation of the E-government. Internet provides the technical support for our E-government construction, but at the same time, due to its character and the lag in technology, cognition and management of our country, our government network has many hidden troubles in safety, which bring the serious challenge to the safe operation of E-government. The second one is the challenge to the political stabilization. The dissertation points that political participation and political stabilization are not always related. Because of the difficult control of network political participation and the existence of the informational infinity, control, extreme emotion and digital divide, it leads the enlargement of illegal political involvement and unreasonable political involvement and the imbalanced development of the internet political involvement, and also severely strikes the political stability of our country. The third one is the challenge to the construction of the socialist political culture. Every society and country has its own mainstream of the political culture, namely, the ideology and valuable tropism in thedominant degree. However, the spreading and penetrating of western ideology through Internet, the internet compromising effect against people's political belief and enthusiasms, together with the political-cultural background discrepancy caused by internet's unbalanced development between China and western countries, undoubtedly imposed an energetic strike to the construction, promulgation and perfection of our national cultural mainstream. The last aspect focuses on the challenge to national safety. National safety is the cornerstone of a country's survival and development so that it has become the foundation and main target of a country's political development. Unfortunately, the new threat to national security imposed by internet, the lagging-behind of our legislation concerning internet and the weakness of our ability to process information altogether make our country's security face a severe ordeal.The 4th section: brings forth the strategies on how to meet the challenges imposed by information cybernation, and subsequently to advance our political development. Also four aspects are illustrated in this section: One is to build up the perfect E-governmental safety guarantee system and to erect the integrated E-governmental affairs terrace and thereby to promote the governmental reform, by way of strengthening the training to the public officials concerning the network application knowledge, enhancing government's on-line working talent and speeding up the construction of our country's E-government.The 2^nd aspect concerns how to guide the people's political participation via internet, and at the same time keep the channel smooth. By doing so can we eliminate the so-called "digital discrepancy", promote the benign development of citizen's cyber-political involvement, and guarantee national political stability. The 3rd aspect highlights the mastering of cyber-culture tendency. The rules concerning the production and promulgation cyber-culture should be probed and pursued. In addition, the safety strategies of our politics and culture also should be ruled and the internet news construction should be strengthened. Consequently, we can get the upper hand on the struggle of internet public opinion and so push up the construction and promulgation of our socialist mainstream politics and culture.
