Research On Equity Of Public Medical Resources Allocation In Guangzhou

With the reform of our economic system,the reform of healthcare is also being deepened.But due to the shortage of public health resources and the infinite nature of potential demand of healthcare services,it has become the priority of healthcare reform in countries around the world to optimize the allocation of public health resources,improve the efficiency and equality of resource distribution,and thus help boost the development of healthcare and improve people's wellbeing.This paper analyzes the status quo of allocation of public health resources in Guangzhou,then evaluates equality of the allocation using Lorenz curve,Gini coefficient,Theil index,etc.,and tries to sort out the characteristics and existing problems of allocation equality in the city in terms of medical institutions,hospitals,beds,health technicians and medical equipments.With this study,it aims to provide other cities and regions with a model in medical reform and equal allocation of resources.The statistical analysis suggests that allocation of health resources in Guangzhou achieves overall equality when calculated by population,much more equal than calculated geographically.Among various allocations of resources,allocation of medical institutions by population performs the best,close to absolute equality,while allocations of hospitals,beds and health technicians by population achieve average equality.Allocation of medical equipments by population lags far behind.In contrast,geographic allocation of medical institutions is far from equal,while geographic allocations of hospitals,beds,health technicians and medical equipments are in an alarmingly “highly unequal” state.If analyzed by resources,allocation of medical institutions is the most equal,followed by allocations of hospitals,health technicians,beds and equipments.There is a clear correlation between inequality and the development of economy and society in a region.Based on the above analysis and the study of best practice in from home and abroad,the paper puts forward suggestions on promoting adjustment of public medical resources,improving the resource allocation scientifically and effectively,and achieving optimal allocation and rational allocation of public health resources.
