The competition between the corporations under the Age of Knowledged Based Economy has conveyed from with the base of tranditional physical resources to the human resource. In a word, human resource has become one of the most important factors, which consist of the enterprise's core competition capability. So now it's very meanful to investigate the problem of the calculating and the application of Human Resource.The calculation of the human resource is always a difficult problem, which bothers the application of human resource management. This paper analyses the features of the enterprise's Human Resource and thoroughly investigates into the basic principle of Human Resource. It puts forward a new HR measuring mode at the core of ABC management Method. The main principle is that we classify the employees' into some ranks according to their working behaviors, and then we calculate the HR value of the ranks directly to finish the calculation of the enterprise's Human Resource dynamicaly. This is one of the innovation points of this paper.Pay Plan Design is the important content of Human Resource Management and this is the application direction of Human Resource Measuring. This paper deals with the application of the HR Measuring in the enterprise's incentive mechanism design on the basis of the value calculation of Human Resource. This paper also brings forth the Human Resource Pay Plan (HCPP) on the base of the Human Resource ABC Management Method. Finally this paper also introduces the application of modern information technology in the enterprise incentive management. This paper pays more attention to the basic priniciple analysis and the foundation of the calculating models and creatively brings forth the HR measuring methods and the applical scheme. Because of the lack of empirical financial data, we can't conduct the demonstration and we should improve it in the later study.
